Kennedy reasses
campaign effort
WASHINGTON (AP) - Sen.
Edward M. Kennedy intends to
end a long, private
reassessment of his faltering
presidential campaign this
week with what aides say will
be a ' tOugh” major policy
speech Monday followed by a
two-week campaign blitz
concentrating on New England.
Kennedy, battling for a
comeback after his lead-off loss
to President Carter in the Iowa
caucuses, will try in his speech
to ‘crystallize the issues he’s
been talking about" in his
campaign for the Democratic
presidential nomination, an
aide said Friday.
The aide, asking not to be
identified by 7 name, said

HOUSTON (AP)
Presidential hopeful Rep.
Phillip Crane, R-Ill, predicts he
will pick up support in the
Southeast and battle George
Bush for the GOP presidential
nomination.
“By the time we get to the
Southeastern states, 1 can
emerge as the front runner,”
Crane said Friday at a press
conference, "Then it’s home to
Illinois.”
Despite his poor showing in
Iowa, where he finished fifth
with seven percent of the vote,
Crane says Bush’s victory there
signals the beginning of the end
for front-runner Ronald
Reagan.
“Bush, three months ago, was
as unknown as Phil Crane,” he
said?'adding the Texan’s win
Was a melShge from the voters
that “it’s time to pass the torch
on.”
“I anticipate going into the
convention it will be a Crane-
Bush contest,” he said.
He said he expects to pick up
support from the Reagan camp
because “philisophically, most
of Reagan’s supporters are
almost identical with mine.” He
predicted Reaganites would
rally to his camp once Reagan
is out.

Sen. Edward Kenned•,
Kennedy would discuss many of
the same issues and events he
speaks about on the campaign
stump, including inflation,
energy policies, national health
insurance and events in Iran
and Afghanistan as well as the
general theme of leadership.
But this aide added, ”1 think
it probably will be a lot tougher
— on the president, but also
laying it on the line about the
problems before the party and
the country.”'
“Kennedy has a very dif-
ferent view of the state of the-* scheduled weekend campaign
union and of the Democratic trip to New England Thursday
Party” than Carter does, the to prepare for his speech,
aide said. He held a private meeting
Kennedy also has purchased Friday with United Nations
30 minutes of television time Secretary General Kurt
Monday night throughout New Waldheim and arranged to
England for an advertisement, receive private briefings today.
‘Kennedy’s TV message will be
“very similar to the speech,’
the official said.
Press secretary Tom South-
wick said Kennedy’s cash-short
campaign 'already has the
money for the 7:30 p.m. ES'fc
telecast. But he said he didn't
know how much it would cost. ‘
Meanwhile, a Cartel aide said
Friday that even if Kennedy
wins in New England, his
candidacy could be doomed if
he spends all his remaining
campaign money there.
The White.House official, who
asked not to be named, made it
clear the Carter campaign will
try to force Kennedy into heavy-
spending in New England in
hopes he will have little left for
later contests in other states.
“Our view is not to try to
match him dollar for dollar and
person for person but to make
sure we respond to the
allocation of resources in a way
that will keep the pressure on.”
the official said.
Kennedy's new calendar calls
for 15 days of non-stop cam-
paigning beginning in New
England on Wednesday. He
leaves the Northeast Feb. 6 for
two days in Florida and two
more in Puerto Rico before
returning to New England Feb.
10-15.
