current fiscal year show
decreasing revenue and even
higher expenses, resulting in
the first-ever deficit.
McKinney proposed closing
the tax collection station at Los
Ebanos and going to part-time
collections at Presidio, Fabens,
Falcon. Rio Grande City and
Amistad
He said it cost $37,000 to
collect $8,000 in taxes at
Presidio.
“Because of the low traffic
volume, we feel like we can
reduce our staff by about-30
percent,” he told the Liquor^
Regulation Committee.
Such a reduction — about 31
jobs — would make it possible
for tax-free liquor to be brought
across at certain points.
ABC inspectors would remain
on duty during peak times at the
smaller crossings, he said.
However, no taxes would be
collected at Los Ebanos,^ a
Lower. Rio Grande Valley
crossing featuring a hand-
powered ferry. The tiny ABC
station on the wrong side of the
road at Los Ebanos collected
$91.97 in taxes in fiscal 1979.
U.S. Customs officers would
enforce quota limits when ABC
agents are off duty, according
to McKinney.
'"Rep. Wilhelmina Delco, D-
Au-tin, said such a plan is an
uneven tax levy. She predicted
some motorists would drive out
of their way to get booze across
tax-free.
McKinney said the current
plan is not equitable — some
persons bring across more
liquor than they declare.
