SECTION 8. Accumulation ol
Oarbage and Refute: No Owner
or leaaee of any public or pri-
vate premise* ataall permit to
accumulate upon the premises

garbage or refute, except in
covered containers approved by
the City Superintendent of the
Garbage Department, ouch oon-
