tant hills will he given public
hearings by committees of the
Texas House of Representatives
Monday.
One of the bill that would re-
peal the four-cent a gallon sales
tax i>n gasoline. The measure is
authorized by Representative Da-
vis ( lifton of Farmersville. It
would place a onc-cent a gallon
tax on the processing of combus-
tible fuels. Clifton says his bill
would bring the state an annual
revenue of 115-million dollars—
compared with the 72-million
brought in now by the sales tax.
Monday, the surface water code

a House Committee. It will be
heard before the House Conserva-
tion and Reclamation Committee
in the afternoon. And the Senate

Washington, March 18, — The
long-awaited terms of the momen-
tous North Atlantic Alliance were
made public today—and the Pact
recognizes that in the United
States, only Congress can declare
war.
The terms of the alliance were
announced formally this morning
in the capitals of the member
nations.
The Alliance would pledge the
United States and other allied .na-
tions to resist automatically air
aimed attack against any one of
them. This resistance could be the
use of armed forces.
However, each nation would de-
cide for itsejf whether military
force was necessary. Thus, the
Pact recognizes that in America,
only the United States Congress
has the power to declare war.
The treaty is unprecedented. It
proposed for the first time in
peace to hind the United States"
in an alliance with European
Nations.
The United States and at least
seven other nations intend to
sign the Pact in Washington April
4th. Other nations may join by
that time.
In any case, the Legislative
bodies of the various nations con-

The North Atlantic Alliance
provides for creation of a council
of the member nations. It also
calls for formation of a defense
committee. The job of this group
would be to strengthen and coor-
dinate the defenses of the whole
huge region of North America,
Western Europe and the North
Atlantic.
The treaty provides for mem-
ber nations to go into action in
the event of an attack against
the territory, occupation forces,
ships, planes or islands of any of
the allies anywhere in this vast
area.
The key provision of the Pact
is article five. This article states:
“The parties agree that an
armed attack against one or more
of them in Europe or North Amer-
ica shall he considered an attack
against them all; and consequent-
ly they agree that, if such an
armed attack occurs, each of
them, in exercise of the rights of
individual or collective self de-
fense recognized hy Article SI of
the Charter of the United Nations,
"ill assist the part or parties so
attacked by taking forth with, in-
dividually and in concert with the
other parties, such action as it
deems necessary, including the
use ot armed force, to restore and
maintain the security of the North
Atlantic area.
“Any such armed attack and
all measures taken as a result
thereof shall immediately be re-
ported to the U-N Security Coun*

Mexico City, March 18.—The
mystery of the cylinder of a uran-
ium substance seized by Mexican
authorities still is unsolved.
The Mexican secret police said
the capsule contained pure uran-
ium 235—the stuff from which
atom bombs arc made. They ex-
pressed belief it had been stolen
from America—whiclj so far as is
known in Mexico City—ia th* sole
producer of U-235.
The Mexican attorney general
said later the cylinder contained
only an ingot of refined urwiiuih
having no explosive power and
not enough material to he of much
use to anybody. 1
The Atomic Energy Cotnmie-
sion in WarJvington said none of
its plants or contractors had re-
ported the loss of any material
essential to the making of an atom
bomb.
Mexican tec ret police said the
investigation now is in the hands
of FBI agents attached to the
United States embassy in Mexico
City. The FBI has refused to say
anything about the caae.

found on a Mexican crossing the
