The question before us is
whether the gap between East
and West ever will be narrowed.
There can be no peace, no secur-
ity, unless it is. This does not
have called again for uncondition-
al prohibition of atomic weap-
ons. They also have complained
that the statute accepted by the
United States has provisions for
inspection and control which in-
fringe upon the sovereign rights
of countries.
This won't do at all. The
Russians must some day realize
that We do not trust their pledges
and that we do not require them
mean that a conversion must take j to trust ours. We will submit to

thermore, there will have to be

It has been said that a settle-
ment of the atomic question
would clear the air overnight.
This may or may not be tjue, but
it is true that the Russians have
been reluctant to go along with
a system of controls. They have
stood out for wordy pledges in-
stead of solid guarantees. They
have talked of outlawing nuclear
weapons instead of abolishing
them altogether.
But there’s hope of a change.
A plan for peaceful uses of
atomic energy has been taking
more definite shape. The current
United Nations parley on a pro-
posed international atomic sta-
tute may yield historic results.
The parley ■ would have great sig-
nificance evdn'Yf81 nations
willing ta go along.
The conference will continue
for two er more- weeks. As this
country’s James Wadsworth put
it, tomorrow’s world will depend
largely upon what is done with
atomic energy—what is done with
atomic energy will depend upon
the outcome of the conference.
There have been windy opera-
tions in the United Nations As-
sembly hall. There also have been
constructive argument. The small
nations, for instance, have been
apprehensive about big - power
controls.
All in all, though, a healthy
trend is forming. There is rea-
son to believe that all nations
will accept a measure of control
of peaceful uses. Once this gain
is achieved, the reluctant Rus-
sians may decide to exgf^re a

ed for an investigation to deter-
mine whether it should take ac-
tion to eliminate any commoh
control of Northeast Airline* by
other firms.
The board said Howard Hughes
reportedly owns eleven per cent
of the stock of Atlas Corporation,

recommended Delta Air Lines for
the route but the board overruled

ust 10th. In making public the
formal opinion, the board said to-

Galveston Parley
Called to Brief
Ship Operators
Washington, Sept. 29, (44—The
U. S. Coast-Guard has called a
conference at Galv e s t o n next
Thursday to brief shipping oper-,
ators on proposed rules and regu-
lations for small passenger ves-
sels sailing between the Sabine
River and Corpus Christi.
Announcement of the session
to be held in the Galveston cus-
toms house was made by Demo-
cratic Repre sentative Clark
Thompson of Texas, who said it
was arranged on his request.
Thompson said the operators of
vessels of not more than 65 feet
in length and carrying more than
6 passengers will be permitted
to make suggestions and recom-
mendations they believe neecs-
sary for continued safe operation
of their craft.
The meeting is an outgrowth of
a federal law enacted last May
10th requiring inspection and cer-
tification of certain small vessels.
Thompson said he is confident
that both Coast Guard and ship-
ping operators will emerge in com-
plete agreement.
