CITY COMMISSION OF THE
CITY OF SULPHUR
SPRINGS, TEXAS
WHEREAS, the City Com-
mission of the City of Sulphur
Springs, Texas, has heretofore
by resolution ordered the im-
provement of Bellview Street
from Texas Street west to the
intersection on South Moore
Street being a distance of
2,732)4 feet, by grading in-
stalling concrete curb and
gutter, and paving with oil and
asphalt to a depth of 4” to-
gether with an asphalt seal
coat, thereon.
WHEREAS, said Commis-
sion from evidence and facts
before it, deemed that said
curb and gutter and paving
would enhance the value of
each parcel of property more
than the amount assessed

UTI — The FBI in Long Beach
has arrested a 30-year-old man
on a warrant charging he fled
Texas to avoid prosecution for
burglary.
He is Freddie V. Warrick
who agenta say escaped from
the Rockwall County Jail in
Texas last June while awaiting
trial on the burglary charge,
The FBI quotes Texas authori-
ties as saying Warrick and two
other prisoners fled after as-
saulting a guaMspnd taking his
gun. The other two men have
since been recaptured.
Agents say Warrick had been
in Long Beach since Septem-
ber and working as a service
Station attendant under the
name of Freddie Blackman.
Warrick waa arraigned in
Los Angeles, then waa ordered
to the county jail to await the
arrival of Texas officers.

special study report lays the
state and federal program of
aid to dependent children in
Texas is failing.to find and cor-
rect the cause* ef the fast-
growing problem.
The Texas Research League
made its first report today in
2-year study asked by Com-
missioner of Public Welfare
John Winters.
The league is a privately fi-
nanced research gTOup main-
tained by Texas business and
industrial sources, mainly to
conduct non-political studies of
state governmental problems.
Tha first report says: “If it
tha intent of government to
guarantee the bare necessities
of lift to families who cannot
provide for their children and
at the same time disregard tha
baste problems that caused the
family to be in need, the Texas
aid te dependent children pro-
gram is accomplishing its goal.”
The report adds: “If howev-
er, the purpose is to provide fi-
nancial assistance as a means
of helping recipients to help
themselves, with the ultimate
goal of preserving desirable
family units and their eventual
self-support, then the present
program is failing.” —
Tha league recommends an
overhaul of state laws to place
the emphasis of the aid to the
dependent children program on
rehibflitation.
The report also finds serious
weaknesses in state child adop-
tion law* and in adoption serv-
ices administered by both pub-
lic and private agencies.

Dallas, Jan. 16 (41 — The co-
author of the Landrum-Griffin
labor bill — Congressman Phil-
lip*'Landrum of Georgia —said
in Dallas yesterday that Sena-
tor Lyndon Johnson te the only
man in the Democratic Party
who can win the presidential
race and win with a solid front.
Landrum was in Dallas to ex-
plain his bill to the Texas Man-
ufacturers Association at its
convention. His opening re-
marks boomed Johnson further
along the road to the nomina-
tion.
Landrum said: “W« in Geor-
gia do not recognise Lyndon B.
Johnson as southern or west-
ern. We regard him as an
American with superb executive
powers.”
Landrum also called John-
son the most successful major-
ity leader in the Senate in he
last couple of decades.
Landrum told the Texas man-
ufacturers that labor unions'
face governmen regulation un-
less reform bills like Landrum-
Griffin dissipate some of the
monopolies that have develop-
ed over the years.

out-of-town spectator to the

in Austin on the new Texas
safe driving insurance plan got
a surprise yesterday.
While the unidentified driv-
er attended the hearing, Austin
police discovered that his car
was on their parking ticket
pickup list and1 had the vehicle
towed to the city auto pound.
Austin officers have instruc-
tions to pick up cars credited
with more than 10 unpaid traf-
fic tickets. i

at a private airstrip near his

ers of a tugboat and barge de-
nied in legal action in Houston
today that their vessels had
anything to do with the fire
and explosions aboard the tank-
er Amoco Virginia on Nov. 8th.
The denial waa made by
Horton and Horton, Incorpor-
ated, owners of the tug May*
and the Horton Barge 111.
They made the denial in m ex-
oneration from or limitation of
liability filed in federal court
The tug. was towing the barge
past the Hess terminal wharves
when the tanker caught fire.
The fire claimed eight live*.
The company contended in
its petition that the fire broke
out around a 2nd barg* lying •
alongside the ship and spread
over the Amoco Virginia.
