B, H. A. SCHENDORF
Washington, Apr. 26 (P — The
diplomatic struggle over Formosa
is beginning to resemble the dip-
lomatic struggle over some kind of
settlement in Korea.
President Syngman Rhee’s gov-
ernment did not want to accept a
settlement which would leave the
nation divided. The United States
did not want to appear to aband-
on its South Korean ally. Neither
was it prepared to risk world war
to unite Korea by force.
As a result, the United States
supplied neither the men to recap-
ture North Korea nor the material
for Rhe_£~to attempt it. The war
ended in an armistice, which has
defied diplomatic efforts to make
a permanent treaty.
The Chinese Communists have
said unofficially that they are pre-
pared to negotiate the dispute in
the Formosa area. They have de-
clined, however, to have the Chin-
ese Nationalist government on
Fofmosa participate in such nego-
tiations.
Distasteful Idea
The Chinese Nationalists are
just as obdurate about sitting
down with the Communists. The
Chiang government still considers
itself the rightful government of
all China, and it insists on carry-
ing on the civil war which ha,s—
for practical purposes—ended on
the China mainland.
The United States is unwilling
to supply the men and weapons tp
restore Chiang to power on the
mainland. Of late, we have ap-
peared to be more and more re-
luctant to supply Chiang with
weapons to attack the mainland,
since his chances of a successful
invasion are now considered dim.
On the other hand, the United
States is extremely reluctant to
appear to abandon an ally. The
idea of sitting down with the Com-
munists and deciding the fate of
the Nationalist government is
highly' distasteful.
There can be little doubt that
Admiral Radford and Assistant
Secretary of State Robertson flew
so hastily to Formosa specifically
to look for some way out of this
dilemma. They were dispatched, it
may be assumed, to acquaint Chi-
ang with the consequences if he
refuses to try to reach a settle-
ment. ' .
Peace Believed Wanted
There has been 'no announce'
ment about what transpired at the
talks. But the brevity of the con-
versation suggests that the Ameri
can delegation did most of the
talking, and Chiang. did not ac
quiesce. \
It is this dilemma which still
faces the United States today.
American poliey-m a k e r s are
convinced that the desire for
peace is running high ift Asia. The
new nations, need peace desperate-
ly to build a foundation* of na-
tional life and prosperity.
Some observers felt that the
Chinese Communist premier —
It has been *aid that the Unit-
ed States fought the Spanish-
American War as much to remove
a rival power from the island of
Cuba, hgrd off the coast of Flor-
ida, as^ fd assfiriheTJuBin people
to obtain independence.
It may also be said that the
United States suffered the pres-
ence of the Spanish in Cuba for
more than 100 years before going
to war to expel them.
The outlook for Formosa is con-
sidered uncertain. If no formal
agreement can be made, it is con-
sidered likely that the war will
simply be called off informally,
until conditions for negotiations
look brighter,..
