Dallas Texas August 4 Tho conference
of Toae traffic men which has been on ln
Dallas slnco early ytstorday morning ad-
journed this afternoon to meet In San
Antonio on September 6 Much of today
work as In the nature of dotall As
wired last night tho Interstate rate on
cotton iias agreed upon and fixed at 5
ccnlB per hundred below the original rate
of last season Other discussion along
this lino was not of gonoral Interest
The proposed Stats Inspecting and rating
bureau was discussed ln an Informal way
this afternoon but nothing out of tho
ordinary wns developed Thle subject will
bo taken up again at tho San Antonio
meeting
General Freight Agents H A Jones
of tho Houston and Toxas Central J C
McCnbe of tho Hock Island nnd H K Fnr
rel of the Cotton Bolt were among tho new
arrivals at todays conference
The object of tho mooting was to adjust
tna ratco on ootton from Toxas points be
tween tho all rail and gulf lines The
Mallory and Morgan steamship llae had
cut the ocean rate but they readily
ngrced to restore tho cut and make the
forroor rato of 38 cents per 100 The gulf
lltiea contonded that they wore entitled
to make a rato of 2 cents por 100 lower
than tho all rail lines tho 2 cents Klng the
differential for marine Insurance Tho nil
rati Hne3 protested against this as all rail
Hues are not subjected to marine insur-
ance euch as tho gulf linos
Galveston Texas August 4 The dis-
patch in The Post from Dallas this morn-
ing saying the railroad traffic managers
had agreed upon rates for tho carrying
of cotton from Galvoston to New York and
Boston was a little confusing and was the
subject of comment here today
The rates ati to b 93 centB to New
York nnd 98 conts to Boston
Tho dispatch did not say whether those
were rail or water rates but water rates
wero meant Tbls ngtecment Is no change
so for as tho rato to Boston Is concerned
as it has been at 98 centB for some time
Heretofore tho rate to Now York has been
tho sum of localo and consequently the
agreement Is an advance to lliat point It
simply restores the rate however to what
it used to bo before tho stoamshlp war
Tho rato Arom Texas common points to
Giiheston Is CD conts a hundred pounds
Under tho now agreement thercfoio the
water rato on cotton from hare to Now
York will fio 38 conts a hundred and to
Boston 43 That is merely establishing
the old differential that ueed to exist
Very little cotton Is shipped to Boston

At tho next meeting of the Western Pas-
senger association will be discussed tho re-
pot t of a committee on Interchangeable
mileage tickets This committee was ap-
pointed several weeks ago to ascertain
whothor any Improvement could bo mado
ln the present ticket Regarding the matter
a prominent traffic official of ono of the
Western lines said yosterdaj
There have been several attotnpts to In-
troduce various new forms of nlleago tick-
ets but tho present interchangeable nllo
ago tlckot sjetem in use on Western
lines has been so satisfactory to the ma-
jority of the rallwajs and to tho majority
of persons both commercial travelers nud
others who make frequent and numetous
trips that there will be llttlo or no change
oxcept perhaps n slight Improvement ln
the character of tho ticket Tbo principle
however tjhould lio the siino Tho present
ticket gives to each railway lino an ab
soluto check upon Its own rovanues and
secures each railroad line tha entiio re
onuo to which It Is entitled tn tho sale
of Interchangeable mlleaeo tickets Any
change to tho old system of a mtlea o stiip
ticket might perhaps cmbatrws tna
holder of such a ticket The objections
which commercial men urge to tho old
strip tlckot Is tho fact that tho railroad
companies receivo advauco payment for a
ticket which might not be usoJ within tbo
year nnd that the railroad compnuien hivo
an unduo advantage in having monry tu
uso and interest on the mon y tiefor pci
formlng the torIce Tho present ticket
does away with that objeciloj ns the
passonger may pay his money at the tl no
ho makes his trip and tho railway com-
pany porforms tho entlro service within a-
very few hours after tbo money Is pall
for tho transportation
