County pays for damaged vehicle,
newly elected officials training schools
Franklin Comity Com-
missioners Court members
authorized paying for repairs
to a wrecked Sheriff’s Office
patrol vehicle. They also au-
thorized the payment of ex-
penses for the required class-
es for the two newly elected
comity officials who will take
office in January.
The vehicle was a pickup
used by investigator Deputy
Robert Zimi. The vehicle was
damaged during the recent
chase and shoot out with a
home invasion suspect on
November 7.
“Robert was trying to pre-
vent the man from getting back
out onto the roadway and en-
dangering citizens,” Franklin
Comity Sheriff Paul Fletcher
told the court. “He was correct
in what he did by ramming the
suspect’s vehicle.”
The cost of the repairs is
estimated at $3,988. The sher-
iff advised that with 150,000
miles on the engine, it was
worth the cost to have the
other damage repaired.
The classes required by
the state of Texas for newly
elected officials prior to tak-
ing office can be paid by the
comity. Franklin Comity Trea-
surer Betty Sue Allen provided
the state code that permitted
this expense.
Sheriff Fletcher noted that
there are enough funds re-
maining in his per diem for
the year to provide for that ex-
pense for the incoming sheriff
Ricky Jones.
Outgoing Comity Attorney
Will Ramsay verified that ad-
equate fluids remained in his
supplies budget for the current
year to be transferred for train-
ing for Gene Stump.
In other action, the Court
adopted a resolution authoriz-
ing the comity judge to apply
for Franklin Comity ’ s pro rata
portion of the state’s Indigent
Defense Grant Program fluids
for 2013.
In 2011, the county re-
ceived $5,200 and in 2012 re-
ceived $9,200 from the State’s
Indigent Defense Program.
The Court approved a
charge of $350 for Texas As-
sociation of Comities to host
the Franklin Comity website
for 2013. Based on proj ections
proposed for coming years,
Gerry Allen, the comity’s web
technician, advised that other
quotes should be taken for the
service during budget reviews
in 2013.

er and Commissioner Sam
Young gave a report on the
progress of restoration at the
Courthouse. Drilling for the
thermal wells is to begin this
week.

Arts alliance plans
repairs to center
The Franklin Comity Arts
Alliance Board of Directors
authorized a loan of up to
$25,000 to make major repairs
to the Cultural Arts Center
(CAC) in 2013.
Repeated roof leaks have
occurred despite spot repairs
on the facility and its adjoining
building. The repair/replace-
ment of air-conditioning units
as well as other drainage is-
sues will be included. Also
included is the payoff of about
$3,300 still owed on construc-
tion of the Cook Exhibit Hall
and office space for the orga-
nization.
A showing of films by Sam
Ramsey, Liz Etheridge and
Donna and Bob McFarland
will be shown at the “End
of the Age” event. The short
films and refreshments will be
shown at 7 p.m. Friday, Dec.
21 at the CAC.
The Nominating Commit-
tee recommendations were
approved, and they will be
voted upon by the membership
at the annual meeting which
is set for Thursday* Jan. 3,
2013. In addition, two other
programs have been planned
for January.
A writers workshop will
be sponsored by the Arts Al-
liance ill conjunction with the
Franklin Comity Library and
the Northeast Texas Writers
Organization. The free work-
shop has been set for Saturday,
Jan. 12 from 8:30 am. to 3:30
p.m.
A dulcimer workshop and
concert has been planned for
Thursday, Jan. 17 with Don
Pedi. The paid workshop will
be from 3:30-5 p.m. followed
at 7-9 p.m. with a concert and
art show.
The Shakespeare Club and
Alls Alliance will cosponsor
a program on native plants.
Keith Kridler with the Native
Plant Society of Texas will be
guest speaker for the program
on Thursday, Feb. 21.

The work of Toni Evetts
will be displayed at the eighth
annual Miniature Art Show at
The Frame Up and Fine Aits
Gallery.
A reception from 2 to 4
p.m. on Saturday, Dec. 8 will

were completed by artisans
in the local area will be dis-
played. Included in the en-
tries are oil, watercolor, and
photographs.
The entries are available
open the show. New this year for purchase and most are
will be a People’s Choice priced from $100 to $500
category. The winner will
receive a $100 cash prize.
“We have some tremen-
dously talented artists in our
area,” Charlotte Chaney,
owner of the gallery, said.
“Everyone should take a few
minutes just to walk through
and look at these fine pieces
of work.”

dium is watercolor and she
previously received a first
place award from the South-
west Watercolor Society.
More than 25 entries in sizes
Other artists participat-
ing in the miniature show
include Ron Bigony, Carol
Durrum, Beverly Boren,
Ted Clemens, Judd Scott,
Michele Greene, Donna
Hodge, Sandra St. John,
Nancy Beauchamp, Bobbye
Konack, Edwina Lynn, Elbe
Taylor and Kay Howell.
The exhibit will remain
on display until December
24 to allow for Christmas
shopping. The Frame Up is
located at 204 W. Main St.
in Mount Vernon.

Let the drilling begin
Employees of Geothermal Drilling, Inc. of Huntsville, Tex.
began drilling wells for the geothermal system for the
Franklin County Courthouse. More than 40 wells will be
drilled for the air exchange system in the northeast corner
of the courthouse block as well as in the field north of Jack-
son St. High density polyethylene pipe will be placed in the
wells, welded together, and filled with water to allow a heat
exchange system between the courthouse and the earth.
