jury is not known It seems likely
now thai there will be a special
attorney appointed to conduct what
is popularly known as the cotton
investigation Thouttorney prob-
ably will not be Morgan Beech
the present district attorney wliois
conducting the investigation be-
fore the grand jury He was to be
succeeded as district attorney any-
how and his resignation has already
been handed in It is thought that
he has all tho preliminary infor-
mation about the cotton leaks in
his hands he will be made special
attorney and allowed to proceed
with the whole of tho agricultural
department investigation and pos-
sibly with some other investiga-
tions of a liko nature that are al-
most sure to come up as soon as
congross gets in session again It
may be said that there is going to
be a lot of investigating of the va-
rious departments and probably
whole method of making appropri-
ations that has been customary for
some years paBt may be changed
The practice started when con-
gress appropriated 50000000 for
tho preliminary expenses of the
Spanish war and turned it over to
President McKinley without ever
domanding an accounting There
wis no fault found with this pro
ceedure because the exigencies of
tho situation demandedit But
from that it came making blanket
appropriations for various depart-
ments and a secretary found him-
self with large funds in Iub hindt
and no specific instructions for their
disposal he was very apt to branch
