made for that when we come to draw
tho comparison between the two state-
ments both as to the lease s and sales

knowledge of the conditions In that sec-
tion of tho State to the belief that If the
present law had not been enacted there
would not have been half as many sales or
leases under the old law as there have
been under this one

of nothing else The law then was a
