Runoff: From Page One
Gaines County voters who participated in casting ballots on the
Democratic ticket in the March primaries may again cast their ballots in
the runoff election.
However, those who participated in the Republican vote during
the March primaries, are not eligible to vote in the Democratic runoff
for the treasurer s seat.
The winner of the runoff election between Aten and Munguia will
be unopposed in the Nov. 7 general election.
Incumbent County Judge Judy House won the Democratic pri-
mary against challenger Melvin Kinnision by a 851 to 553 vote tally
in Tuesday s election, placing her against Republican challenger Tom
Keyes, who defeated fellow Republican challenger Tim Overbeck by a
242 to 106 voting margin.
Carter T. Schildknecht, the Republican incumbent 106th District
Judge will face off with Democratic Challenger James "Jay" Napper in
the Nov. 7 general election.
Neither candidate faced an opponent in the March primaries.
Another local race of interest that will be determined in the Nov.
7 general election will feature Republican incumbent Delwin Jones
against Democratic challenger John Miller for the District 83 State
House seat.
Jones defeated Republican challengers Van Wilson and Frank
Morrison both on the Gaines County level, as well as District 83 as a
whole.
District 83 is composed of Gaines, Yoakum, Cochran and Hockley
Counties, as well as portions of Lubbock County.
For the March primaries, 1,894 county residents cast ballots, with
1,031 votes cast alone on Tuesday.
According to Gaines County voting records, 27.08 percent of the
county's qualified voters participated in the March primaries, which is
also a slight increase from previous election processes.
As of Tuesday night's voting totals, 6,994 registered voters are
eligible to vote in Gaines County.

One major concern that
Commissioners discussed at
length in Friday's meeting was the
high cost of building and maintain-
ing county roads, which has seen
a significant increase over the past
several years, According to County
Auditor Rick Dollahan.
"Eighty-eight percent of our
county's tax base is brought in by
mineral values, not by property
values," said Dollahan. "So with
that in mind, we have to realize
that in several years down the
road, we can’t rely on the mineral
ing equipment and labor prices
and maintenance of the roadway
over a several year’s time span.
"Its at a point where it’s not
cost worthy for the county to con-
struct a roadway for a suodivision,
and make back only $2,000 in
taxes annually for it," said Dpl-
lahan.
In the past discussions on the
matter, the Commissioners have
overlooked several subdivision
policies developed and installed
by counties all across the state
By far, the policy developed
ly 70 miles northwest of Austin.
"They (Llano County) are fac-
ing a similar situation in construc-
tion and growth as we are here
in Gaines County," said County
Attorney Sterling Harmon.
Within the Llano County
plan, land developers who are
wishing to subdivide their prop-
erty for homes must follow strict
guidelines concerning water wells,
septic systems, as well as roadway
construction, which is paid for
completely by the land developers
themselves.
be upset, but we have to watch
out for our taxpayers as a whole
when it comes to spending money
on roadway construction."
Currently, in Gaines County,
an estimated 1,300 miles of pavted
roadways is maintained by each of
the county's four precincts.
With no action taken on the
matter Friday, the Court will meet
again on the topic in a special
meeting, scheduled for 9 a m. on
March 31.
