signed an agreement today
for the establishment of a
“hot line” communications
link between Washington and
Moscow to reduce the risk of
war by accident.
The historic accord was
signed by U. S. Ambassador
Charles Steele and Soviet Am-
bassador Semyon K. Tsarap-
kin, their nation’s chief rep-
resentative at the 17 nation
disarmament conference.
The arrangement calls for
a “hot line” teleprinter link—
meaning it will be open and
operating 24 hours a day ev-
ery day of the week, which

ACCEPT CONTRACT
