choirs will use the Community Econo-
nomic Development (CED) Grants to

programs, entrepreneurial ventures,
and youth mentoring programs.

cities: New York, Chicago, Philadel-

Attorney General involve used motor
vehicles. Aild a growing problem
with used cars is odometer fraud.
In tact, odometer fraud has risen
dramatically in die ’ past ycAr: The
National Highway Transportation
Safety Administration reports the
number of complaints from consum-
ers have tripled since 1994, reaching
an average of about 100 complaints
each month. Private title research
firms estimate that up to 8 percent of
used vehicles have tampered odome-
ters. Late model sport utility vehi-
cles, vans, and midsize cars are
among the most popular targets to-
day.
The high cost of tampering
The practice is not just dishonest
— it costs Texas consumers cash.
According to the U.S. Dept, of Jus-
tice, odometer rollbacks mean the
dealer adds about $4,000 to the cost
of a used car Down the road, the
buyer will also face unexpectedly
early repairs. As a result of odometer
fraud, U.S. consumers are cheated
out of about $4 billion every year.
Here at the Office of the Attor-
ney General, we know that the in-
crease in odometer fraud is driven by
dishonest people who take advantage
of high consumer demand for late
model and low-mileage used cars.
Buying from a reputable dealer is not
always a guarantee against odometer
fraud.
Dealers themselves may be vic-
tims of dishonest wholesalers or auc-
tioneers, and often have no way of
knowing where a car came from or
its actual mileage.
How it is done
Rolling back an odometer, also
known as “clocking,” is relatively
. easy to do. For example, on a 3-year-
old car with 80,000 miles, the docker
will roll the odometer back to
30000, put in new carpet and brake
pedal, and clean die interior. The
difficult pat is altering die title to
match the odometer reading. F¥e-
queudy, die car is ‘laundered’ by
takhv h to another state and getting a
new title, complete with fidse mile-
ape reading, in die name of a bogus
ueed car company.
In Totas, the newest way to
“fix” a title is to alter the first number

hiding 100,000 miles of wear and
tear from the next buyer. Tide is
baaed on the old practice ,of writing
“A” in front of the odometer reading
to indicate “actual mileage", “N” for
“not actual” mileage, or “X” to show
the mileage is higher than the
odometer can record.
Falsification of a vehicle title is
a third degree felony in Texas. It is
also a violation of the Texas Decep-
tive Trade Practices Act, which car-
ries a maximum $10,000 civil pen-
alty and other enforcement provi-
sions.
However, the sheer number of
cars that change hands each year
makes it difficult for state and local
officials to review each title closely.
That is why it is important for the
buyer to scrutinize both the car and
the title for signs of tampering and
fraud.
Protect yourself
To protect yourself from
odometer fraud, follow these precau-
tions:
•Look for misaligned numbers
or unusual marks on the odometer,
for scratches on the plastic covering
the gauge, or for signs that the dash-
board has been removed.
•Check the odometer reading
against the mileage recorded on in-
spection stickers, tire warranty cards,
oil change stickers, and service man-
ual. Beware of missing pages from
the service manual.
•Look for a new brake-pedal
pad or new carpet under the pedals.
•Have a reliable mechanic
check to see if the vehicle’s condition
*s consistent with its age and mileage
reading.
If buying from a dealer, ask if
they provide a title history service, pr
warranty service records, which will
include the mileage. Also ask your
insurance company if it provides this
service. If possible, call previous
owners to check the mileage sad ask
if they can supply you with older
versions of the title.
For a fee, the commercial serv-
ice called VINguard (1-800-322-
4669) will check a database of 30
million damaged, totaled, or stolen
vehicles to see if the car falls under
one of those categories.

Official notice is hereby liven that the biennial election of the SAN ANTONIO RIVER AUTHOR-
ITY will be held in Bexar, Wilson, Kames and Goliad Counties Texas, which is within the Conser-
vation and Reclamation District known as the “SAN ANTONIO RIVER AUTHORITY”, on Satur-
day, January 18,1997, at which election tftere shall be submitted to all qualified voters of District 3
and District 4 of Bexar County and to all qualified voters of Wilson, Kames and Goliad Counties
each to elect a Director to serve on the Board of Directors of the SAN ANTONIO RIVER AU-
THORITY for a term of six (6) years.
Candidates from Bexar County District 3 and District 4 must be a resident of the district they seek
to represent andcandidates from Wilson, Kames and Goliad Counties must be a resident of the
county they seek to represent.
Any persoq desiring their name to appear on the ballot as a candidate for election to the office of
Director of this AUTHORITY for the county of his/her residence may do so by presenting an
application in writing to the Secretary or Assistant Secretary of the Board. Application forms may
be obtained at the AUTHORITY’S office at 100 East Guenther Street, San Antonio, Texas 78204,
County of Bexar, on any day of the week (Saturday and Sunday excepted) between the hours of 8
a.m. and 5 p.m. All such applications must be filed between the hours of 8 a.m. and S p.m. starting
November 4 and ending December 3,1996. Each application must be accompanied by the loyalty
affidavit required by Chapter 141 of the Election Code of .Texas, and a filing fee of ONE HUN-
DRED DOLLARS ($,100.00) or a petition with one hundred (100) signatures of qualified voters.
The Secretary will determine the order of placing names on the ballot by drawing lots therefor at
the Conference Room of the AUTHORITY’S office at 100 East Guenther Street, San Antonio,
Bexar County, Texas, on December 4,19%, at 9:00 a.m. All candidates or their designated repre-
sentatives shall be present at such drawing.

Ballots for early voting by mail or early voting by personal appearance shall be. in accordance with
the Texas Election Code and the voting provisions made by the Election Officials of Bexar, Wilson,
Kames and Goliad Counties for the holding of this election of Directors of the SAN ANTONIO
RIVER AUTHORITY.
The election shall be held at the polling places in the election (voting) precincts of Bexar, Wilson,
Kames and Goliad Counties, Texas, designated in an Ordinance to be passed and approved by the
Board of Directors of the San Antonio River Authority.
