Rut we differ dramatically on
what to do about it. Some believe

system, and they seek to move to
public financing of private and
eligious schools. I reject this
ipproach as both ineffective and

axpayer resources to support
religious institutions, these
oroposals to shift resources to
private schools will not improve
educational opportunities for most
American kids. We need to focus

families to put away their extra
money to be used tax-free for
education, including private and
religious schools. These back door
vouchers, not surprisingly, will
largely help those with the most
money already. At a cost of $5
billion over ten years, this plan
would put only $7 in the hands of
working families with kids in
public schools, and only $37 for
working families with kids in
private school. This measly benefit
won’t transform education in
America for the 90 percent of
families who today send their
children to public schools. In fact,
most families earning less than
$50,000 won’t see much of a
benefit at all.
The public schools that need the
most assistance typically are found
in neighborhoods with less well-
to-do families, not those who
would benefit from the back door
voucher plan Tax subsidies for
wealthier families won’t do a thing
to help rebuild crumbling schools
school districts. Sixty percept of
the bond authority would be
distributed based on the number of
school-age kids in a state, and
forty percent would go to the 125
schools in the most impoverished
neighborhoods. Texas would get
nearly $2 billion in bond authority
under this plan. How the money
gets used will be decided at the
local level.
This bi-partisan plan is more
efficient than — and does not
require the bureaucracy needed to
police -- the savings account
proposal. (The IRS would likely
be in charge of making sure that
you are using the savings account
funds for “qualified purposes.”)
The cost to the federal government
is only $1.74 billion over five
years, just a fraction of the savings
account proposal.
The bi-partisan plan 1 support
costs less, does more, and helps
those with the greatest needs.

all of our children’s future
