Annual Sweetheart Banquet is Great
Everyone enjoyed the
annual Sweetheart Banquet
held on Feb. 13 at the
Community Hall. It honored
the widows and widowers of
the community while giving
others a chance to cele-
brate Valentines Day with
their neighbors.
Over one hundred volun-
teers worked to make it
happen with about forty
working that night to serve,
prepare and clean up.
Special thanks to the Boy
Scouts and Girl Scouts for
their service, to Easy
Pickens for cooking the
meat, to Debbie Pascarella
for cooking the potatoes,
onions and rolls, to Peggy
Ernst for fixing the flowers,
to Pat Lange for selling tick-
ets and to all those who
donated money to under-
write the banquet.

Kimble County Faces Tough Decisions

Lutheran Ladies Complete 110 Quilts
Junction and Kimble
County face many difficult
decisions in the coming
months.
First are the primary
elections for county offi-
cials. Candidates for
Sheriff/Tax Accessor/
Collector include Hilario
Cantu, Allan Castleberry
and Dennis Land.
County attorney candi-
dates include Allen J.
Ahlschwede, Andy Ivins and
Larry Harrison. Also,
important to eastern Kimble
(including Harper News
readers) is the race for
County Commissioner,
Precinct 4. Candidates are
Tooter Schulze (incumbent)
and Chad Gipson.
Then there was the open
house hosted by LCRA TSC on
Feb. 15. While residents
attended this meeting to
gain information and insight
into the process of deter-
mining the CREZ route and
structures, the PUC will ulti-
mately decide where the
route goes and how it is to
be built. This was the time
for landowners to fill out
information sheets and
give LCRA and the PUC input
about their land and prefer-
ences.
However, the most con-
troversial issue facing
Kimble County is that of the
proposed new hospital to be
built in Junction. In May,
2009, Kimble County voters
approved a proposal to
build a new hospital and
that proposal passed by a
small margin. $16.9 million
of bonds have been sold.
Plans for the hospital have
been down-scaled from a
68,366 square foot facility
costing $28,713,720 to a
37,500 square feet costing
$15,750,000. Either way,
county taxes for county res-
idents have increased.
County taxes of $0.3140 per
$100 valuation have
increased by an added
$0.4966 per $100 valuation
for the hospital district.
Citizens have petitioned
the Kimble County
Commissioners’ Court to
dissolve the hospital district.
The Commissioners’ Court
has scheduled the county-
wide election to dissolve
the hospital district on May
8, 2010. If the dissolution
fails, the board will continue
as usual.
If the dissolution of the
Hospital District passes, the
Commissioners Court will
certify the results and order
the Hospital District dis-
solved. The Commissioners
Court will assume the debts
and liabilities of the dis-
solved hospital district and
assume oversight and con-
trol of the Kimble Hospital
and Junction Medical Clinic
as well as the previously-
issued debt obligations
totaling $16.9 million. Taxes
for the hospital district
would probably be elimi-
nated, but the county taxes
would be raised to continue
support of the hospital and
clinic. (This could cause
voters in the county to hold
a “tax rate rollback elec-
tion” as the rate increase
would be larger than 8%.)
The Commissioners Court
would either appoint a
board of managers to man-
age and control the hospi-
tal, its officers and employ-
ees or retain direct over-
sight and select one or
more qualified persons or
entities to administer the

Members of St. James
Lutheran Church have been
making quilts for Lutheran
World Disaster Relief since
1974. Janice Spaeth is
chairman of this project.
Above are the 110 quilts
that the ladies are sending
this year. Lutheran World
Relief sends these quilts to
places in the world where
disaster has struck—most
recently to Haiti; however in
the past they have gone to
New Orleans after Katrina as
well as places like Darfur
and Bosnia.
A quilt brings warmth
on a cold night, shelter from
the sun on a hot day, serves
as a room divider, a bed or
a backpack to carry belong-
ings and at times even a
home. Each quilt is one of a
kind with a beauty all its
own made as a gift of hope
by caring people. Recycled
feed sack string is used in
tacking the quilts. In addi-
tion to the quilts, the
women send health, sewing
and school kits as well as
layettes. The women of St.
James appreciate the many
donations of material and
supplies given by members
of the community.
