residents of the United States. The
order states that a large portion ol
the so-called Mexicans in the United
States are natives and citizens of
thb country, while other* have se-
lected this country as a place of resi-
dence. The order states that there
have been several instances where
patrol* have fired upon Mexicans be-
fore ascertaining if they were not at-
tending to their legitimate business
General Parker is determined that
Mexican residents here shall he ac-
corded the orotetton of the laws. All
commanding officers are foutioned in
the order that under no condition
should a patrol or outpost fire upon
parties of citisen* unless there is
strong reason to believe they are
raiders.
The onkr conclude* by stating that
the country is not under martial law,
and that all offenses against the
peace, which have not an internation-
al character, must he dealt with by
