crowd at the national drill than ever be-
fore came here at one time except upon
the occasion of the inauguration of a new
president Passenger agents of the
various railways who were recently in
conyention here predict that the exceed-
ingly low rates of fare which have been
agreed upon will result in tae migration
of such a crowd as will tax the rolling
stock of the railroads of t he country to
the utmost Threequarters of a cent a
mile is the rate which will be charged
Tms will give the round trip ticket from
Chicago to Washington for 12 and it
w111 without doubt result iu bringing
thousands of people heie who have no
interest whatever in the national drill
out will seize this opportunity for making
a pilgrimage to the Mecca of bncial
couples One railroad man from West-
ern New York says that the Canadian
roads are preparing to join in with those
of the United States in offering induce-
ments to our northern neigh
bors to come and see what
we look like at headquarters This
gentlemen says that the Canadians aie
vrji6re given to excursions than any other
class of ppople on this side of the Atlan
tic aud that at least 1000 may be expected
from Lower Canada during drill week
Tne drill by the way is a private specu-
lation and will doubtless prove of mate-
rial financial benefit to those who have
undertaken the labor oi preparing for it
It is bald that the President has not yet
given the subject of the appointment of a
commission to examine the accounts of
the Pacific railways any consideration
whatever A number of applications have
been made for appointments on this com
mbsion The President will not lack ma
terial from which to choose when he
makes up his mind to appoint It is said
that he will select men of national repu-
tation and that he will be In no hurry to
announce his choice
The press dispatches have announced
the fact that tne officials of the Treasury
have given orders that several men who
made frequent visits to the vaults should
no longer be admitted These men have
oeen lingering around the department for
some time and it was feared that their
designs upon the wealth which is stored
in the cellar was not altogether a proper
one The de artment has f > r some time
past allowed visitors into the vaults be
tween the hours of 12 and 2 oclock each
day The enormous silver storehouse is
literally paqked full there is not room
for another bag and naturally the sight
of thit > vast amount of bullion attracts the
cupidity of impecunious visitors It is a
ureat many years since an attempt was
made to rob the Treasury and no one has
ever tried to carry off the coins stored
since the Bland law made storage neces-
sary Beyond twentyfive or thirty watch-
men who are employed to watch the
building when the clerks are gone
there is absolutely no protection what-
ever against robbers and it is doubt-
ful if any is necessary It is possible
that a gang of thieves might secrete them-
selves somewhere in the building and
perhaps they might be able to break into
some of the smaller vaults but the ex
posed position of the building would make
it an exctedingly dangerous undertaking
and it is hardly likely that any thief would
have the hardihood to attempt it The
fact that the building is nqt watched from
the outside causes no comment whatever
from people who know how things are
conducted n this country but the Eng-
lish visitors to the capital always wonder
why a squad of soldiers are not detailed
to parade in front of the Treasury build-
ing by night as is the case iu London in
the neighborhood of the Bank of England
and In Paris in front of the Bank of
France
Secretary of State Bayard has received
from Mr Allen United States Consul at
Pi dras Negras Mexico a description of
the Z > iih Libre which is of great interest
to Amencau meichants who are looking

the entire northern frontier of the Mtxi

reaching from the western mouth of the

creation or its perpetuation Mr Alien
states that its continuance is grievously
complained of and works serious hard-
ships to the merchants engaged in busi-
ness outside of its limits As
illustrative of its injustice the Con-
sul dites an instance of th operations
of the ariff regulation governing the

old pistol which was discharged In the
hands of Wright the ball penetrating the
forehead of young Watsonwho lived only
two hours Young Wright crazed over
the sad accident tried to kill himself

He Killed His Child as a Sacrifice to God

Charles F Freeman who murdered his
daughter in Pocassett in December 18S3
but was adjudged not guilty by the jury
by reason of insanity and was committed
to the Davens Insaue Asylum duriog his
natural life was today discaarged by or-
der of the Governor aud Council This
was the result of a hearing today upun
a petition for his release several physi
cians testifyins to the satisfaction of the
Governor and Council that he could be
discharged without danger to others
Freeman and his wife were Adventists
and on the night before the murder an
Adveutist meeting had been held at th ir
house and the couple bcame intensely
excited After praying together neany
all night Freeman claimed that he was
cailea upon to offer his little daughter as-
a sacrifice to God and while under this
delusion they proceeded to the bedroonf
where their two children u ere sleeping
and Freeman stabbed the little one sev-
eral times in the side causing almost in-
stant death The next day Freeman
called another meeting of the Adventists
at his house and told them what he had
done this action receiving tneir tacit ap-
proval These facts however soon
reached the authorities and Freeman and
his wife were arrested Mrs Freeman
after lying in jail some time was dis-
charged

I noticed in a late issue of The Ga
zette a letter from Mr A S Logan of
Saleville Palo Pinto county commenting
on the action of the Legislature in mak-
ing the oath for relief of those in destitute
circumstances so harsh that our people
could not take tne same without being
insulted Mr Logan says the legisla-
tor thpt prescribed that oath did not
know our people and did not know when
the same was offered to ihem
to subscribe to it that it was
an insult to their pride and beneath the
dignity of our citizens to subscribe to the
same He seems to Intimate taat the
people wift not acjept the relief oil the
terms Your correspondent aiter read-
ing Mr Logans letter went over to our
County Judges office to gain information
from the record There he found that
395 persons hud subscribed to the oath
named by Mr Logan and that relief
had been granted out of tne
state donati n just that mauy
times This looks more as if Mr Logan
did not know his people than anything
else Your correspondent did uot hear
Gjlonel Ferguson when here but the
look of intelligence about this gentleman
3oes not show that he misconstrued the
law for our people No one need take the
lpinion of any one unless they want to
s Tbe law is plain and reads thus
Art 4 The commissioners of any coun-
ty receiving said money shall immediately
purchase corn fljur or meal at such
places and in such manner as said court
may deem properand shall distiibute the
same as a donation to the destitute citi-
zens of their several counties as their im-
mediate necessities may demand
Art 5 The commissioners court pur-
chasing provisions under the preceding
article shall give orders on the county
for money to pay for the same And in
distributing said provisions shall give tfo
aid to any persons who have or are able
to buy bread for themselves and shall
require affidavits to be made byjitvo
credible persons one of whonughall

our Commissioneis court prescribed the
oath accordingly which cannot be misun

the oath Mr Logan ought to come over
to Palo Pinto and get acquainted with the
people During our 1 istrict court held
first week in March Mr Logan was in
Palo Pinto and your correspondent saw
him in Judge Henrys office Mr Logan
had ti copy of the oath and was
getting the Judges opinion as well
as giving his He concluded at astthathe
would take the oath and get relief Your
correspondent told him that he could pot
take the oath and if he subscribed to
same your correspondent reminded him
that the grand jury being in session might
investigate same Mr Logan did not
take the oath did not get relief but we
suppose he took an insult went offhand
