9 Amendments
To Be Voted On
Saturday, Aug 23, 1947, a Con-
stitutional, amendment will be sub
mitted to the voters of Texas to
allow the University of Texas and
Texas >A. & M. to float a bond is-
sue on' the permanent university
fund to raise $15,000,000 for new
buildings. The other 14 state col
leges and universities would be al-
located five per cent of the ad
valorem tax on which to float
hoods for a .total of $45,000,000.
Eight other amendments will be
submitted at the general election
in November, 1948.
These provide:
(!) For a board composed of
the lieutenant governor, speaker of
the House, land commissioner, at
taincy general and comptroller to
redistrict the state after each'
federal census if the Legislature
itself fails to do so.
(2) Abolish the general ad vsl
lorem tax for state purposes and
allow counties to increase their
property tax rate up to 30 cents
on the $100 valuation, limiting the
county revenue thus raised to
flood control and farm-to-market
road use. It would not become ef-
fective until 1951, giving the Leg-
islature time to replace the esti-
mated 12 to 15 million dolhr
revenue loss to the state.
‘ (3) Correct an oversight in the
ad valorem tax amendment. It
would txcaerve the $5,000 home-
stead exemption on sue taxes
collected by counties.
(4) Permit the Legislature to
provide by law the Hns of gub-
ernatorial succession when not
specified by the constitution. The
constitution now provides only
that the lieutenant governor and
the president pro tempore of the
Senate shall fill a vacancy in the
governorship.
(5) Authorize the establishment
of a judicial retirement system,
leaving specific rales tor letiranent
of - state judges up to the Legisla-
ture.
