TWO PROPOSITIONS WERE SUBMITTED

Manctcr W 0 Van Vleclt and xratnc
Mnungvr 11 A Jvie of the Southern 1M

company can uot ImmLe he cars ns tltey
are now being > idc < t and reiinl red He
snli tlmf he hail two propositions to make
and that he wrtuld uukc them m writing
and they are yison below as hi tlgtiea
them
It took an hour nnd n halt to go over
the mntter fully To the Itrtti proposition
there seems decided opposition but trie
snond Is lewed favoralilj In the discus-
sion Mr Van Vleck snld that If neither
was acceptable the rallrond would be com-
pelled to take the cirs to Houston Sa-
bine Pass and other points where storage
may be obtained and when once enrrlea
nwny the road nould expect pay for re-
turning them to Henumont to load Krpin
his standpoint the railroad would be torced
to take tills mi Ion
Another statement hindc by Mr nn
Vleck which wns h most Important one
and yn one Hint did not attract much at-
tention at the time was that all employes
of the company had been Instructed to de-
cline to receive nt Junction points all en
Joined ears It will be remembered that
the Caldwell ill company enjoined tne
Southern Pacific from sending n loaded car
of oil to some polut on the west ebil or
the lino but had It billed to a point where
the oil company hnd n customer waiting
r r It The result or the order ns stnten
by Mr Van Vleck nlll be that It this car
was billed to seme point on the Katv It
will not be accepted back by the South
ern Pacific when tbe destination Hue sends
it back empty it Is easy to see what com-
plications will be the result of this action
Mr Van Vleck stated that such action was
the companys only recourse
As n result ot the conrercnee the on
companies owning cars will probably meet
tomorrow or the next ilny ami net upon tu
propositions nnd will then send a commit-
tee to Houston to confer with Mr an
Vleck Mr Sterling of It L Cox Co
was n sort of recognized chairman of tho
meeting and upon him will doubtless tie
volte the responsibility of calling them to-
gether again
Following Is the letter of Mr Van Vice
containing the iwo propositions
First proposition All of the tank enrs
ot the various nil and private car compa-
nies together with the cms owned by the
rnllrond compnnv to be plnced In n general
pool nnd distributed Indiscriminately bv
the railroad company on tcgltluinte miulsl
tlous if there Is not n sufficient number
of cars on hnnd those that nre nvallnble
to bo distributer pro rntn as per renulfl
tlons Indcr this pooling arrangement the
earn owned bv the rnllrond company to
bo permitted to go off Us line The rail-
road company will bo cbnrged with bund-
ling nil of the curs the snme ns If they
weio the owners of them
Second proposition The rnllrond company
to bnve the right to use nny of the prl
tale line tnnl cum when Mich enrs have
been on Its trnckR Idle live days or more
After five days or more the rnllrond com-
pany on demand shall return prlrnte Hue
enrs eo used nnd falling to return enrs
used the rallrond company will furnish
other enrs In plnce of those used It ls
understood thai the private lino companies
If It does not nnllclpnte tMlng cars before
the fite days free time ls up they will
advise the rnllrond company in order that
such cars may be put Into the service
without waiting the full five days
Under cither proposition repairs to the
tnnk enrs to be hnudled nnd pnld for under
the gencrnl rules of the Master Car Build-
ers nssoclntlon
It In believed thnt the nuggested pool-
ing arrangement will nrote the most sat-
isfactory Hither proposition Is satisfac-
tory to the rnllrond company but would
be pleased to hhve sucaentlons from com
mlttee and If neither of the propositions
nre sntlsfnctorv to them thnt the cominltee
submit a proposition for the consideration
of the railroad comnanv
If the private Hue car committee finds
It Inconvenient to pns definitely on the
mntter todny would bo pleased to meet the
committee nt Houston nt any tjme thnt
would suit their convenience within the
next five or xlx dnyn Yours trul >

Mr Corley stated to The Post corre-
spondent today thnt the Prudentlnl Oil and
Plpo Line company hnd colled In all the
rtook Issued and hnd reimbursed evory
mtn who hnd mibscrlbcd dollar for dollar
This Is one of the compnnlex Hint wns or-
ganized early In the boom mid when every-
one here thought oil would lie found nil
oter Jefferson county Thoy owned Inml
off of Spindle Toil and put It Into the ton
paiiy it what It was Belling f < ir nt that
time and then proceeded In the ordinary
manner to sell htock for development our
pries which In now nipl has been nil nl n
regarded as perfectly legitimate Shortly
afterward It wns found thnt the only
charmed circle Is Spindle Top nnd thtt tho
land owned by the company has no oil
under It nnd therefore an nn oil propnsltb 11
the company wns lift much The promote s-
had a meeting and decided to reimburse nil
the subscribers of stock for the full nm uut
they hnd paid In nnd thee themsltes
asreert to pro rate among themselves Hull
vlduallv the losses accruing from advertis-
ing nnd organization expenses that always
have to be stood In such cases Th s Is
nn exceptional thing nnd Is the first time
anything so liberal In dealings with stock-
holders has been done
+ +
General Mnnager Van Vleck In talking
to tbe oil people thk morning said that
from his Inst observance of the oil tnnk
car records of his compnny he thought
there were now In the Beaumont service
20ti fiVif unllon cars 250 8500gallon cars
and In all enough to make 1000 or 1100
small tonnage cars This gives some Idea
ot what one line alone hns done In the
way of preparing for the trade out of hers
and It will be seen nt once that It In
voltes a considerable expense
44 +
The Texna District Petroleum company
has received I In first Installment of ten
cars on a large order for equipment mid
expects the others In within a very short
time This company has avoided the
trouble the others or most of the others
are experiencing by ownlqg Its own storage
track and trace to which Its loading racks
nre laid This makes It Imperative thnt
the railroads shall push In their cars ax
fast at they hrrlve and If they keep them
on this storage truck a year the railroad
company can say nothing
According to Mr Van VIecks statement
today tbe Southern Pacific has Invested 111
tracks for the accommodation of tho cars
now on tlond nnd owned by private oil
companies 750 > Me said that they can-
not ntford to hare nil that amount of track
