That the Resort to Exicutlvo Sessions
Was a Favorite Trick to Shut-
Off Dobate
Washington February 0 For time to-
day in tho senate It Is looked as though the
question of tho construction of an Isthmian
canal would be discussed openly Mr Mor
gan spoke on his resolution calling on the
secretary of tho navy for correspondence re-
garding the military occupation of tho bay
of Panuma and Colon Ho explained the
object of the resolution nnd said If adopted
It would prove or disprove all the allega-
tions made In the pre of Colombia and
the United Stntcs thut ut tho time of the
settlement of the Insurrection the govern
ment of Colombia had proposed that it
should pay tho lnsuriectors 3u00iXt0 for
pence the money to be taken fiom that
obtained from tho United States for the
Isthmliin caunl concessions He declined
that no organized government existed lu
Colombia but thut It was under n dletatoi
He read from the correspondence leading
up to tho negotiation of a ennui treaty and
said that In the opinion of the president
n batlsfnctory bill could be given by Co-
lombia nud nu agreement had been reached
tUing a price of 7000000 nud 2D00U0 per
annum
At this point Mr Cullom rose and asked
Mr Morgan if mutters of this kind should
not bo discussed behind doted doors and

Mr Morgau icpllcd unit the senator need
not make any apology to me for that mo-
tion I have hud It Inflicted and covered up

Mr Cullom Insisted ou au executive ses-
sion and Mr Morgan lilscd the point of
order that ho had tho floor and the motion
could not prevail
Mr Prye ovennled the point of order and
at 12IS the senate went Into executive ses-
sion
After thn doors closed Mr Morgan con
tlnued his remniks speaking especially of
the IrrogularltltH which be said character-
ized thu government of Panama He did
not however do thffc until he had spoken
ot tho course of the senate In closing the
doors while he was discussing his resolu-
tion He said he considered himself as
good n Judge us any one of the proprieties
onnected with legislative matters He did
not violate those pmprlctlcs nnd did not
intend to do so He expressed the opinion
that a question of such Importance ns the
Loiistiuctlon Ot nu lnleroceanic canil In
which the entire world Is Interested should
be openly discussed and he announced his
Intention of oftcrlug a motion to that effect
in the senate
tleplylng to Ihese remarks Mr Cullom
fait he bad not Intended any affront to
Mr Moigiu lu asking that the dbors be
closed nnd that he bad made the request
he debated in open kesslcn
Mr Moignn said he would take the first
opportunity to test the senate on the ml >
iect bv nuking a vote He then quoted at
eugth the nevvkpapers reports concLrnmg
affairs in Colombia upon which his retolu
tlnu was piodlcated and proceeded with
bis remarks for the purpose of showing
thnt this government had undertaken to
pay the Colombian Insurgents 3U > 00C0

serted lu the record as n part of his n
mnrks Mr llnle objected and said that
ns the subject had been referred to behind
closed doois it should unt be spoken of in
open session
I call the senator to order said Mr
Morgan he hns no right to speak of
what took place behind eWed doors
At this Juncture the Statehood bill was
laid befoie the senate Mr Keun yielded
the floor to Mr Morgan who snld he bad
a number ot other articles on the subject
of the caunl and that It he was at liberty
to refer to them ho could show that the
SpilngfuMd Republican was writing In the
spirit of wisdom and pntilotlsm for the
pence and security ot this country He
believed that If the United States persisted
In going on as it now was war with Co-

within one or two jears and that the liillam
mnilon of the war that has already broken
