FROM BAD TO WORSE
To The Editor:
It seems that things have gone
from bad to worse as far as city
affairs are concerned last year
we had no water because there
was nP water. This year we have
no water because of some other
reason. The city regulations end
laws change so fast, it is impos
sible to keep up with them.
All the confusing city laws,
coupled with the Federal laws.
State laws. County laws. IJquor
'laws. Mother in-laws and Out-
laws, makes an awful confusing
situation.
These laws make me pay a
business tax. amusement tax.
liquor tax. sales tax, excise tax
and income tax.
They also make me buy a busi-
ness license, car license, hunt-
ing license, truck license and
dog license. And when 1 got mar
rud 1 even had to buy a mar
riafe license.
I have to donate to the Red
Cross and every local fund until
1 can have no fun. 1 have to
pay the Blue Cross, the White
Crass and every other kind of
Cross, including the Double
Crass.
For my own safety I am com-
pelled to carry life insurance,
liability insurance, property in-
surance, accident insurance, un-
employment insurance, old age
insurance and fire insurance.
Then they send an inspector
around to see that I am inspect-
ed. rejected, expected, suspected
and dejected—and believe me I
am.
The wolf that 1 have tried so
hard to keep away from my door
has just had pups and if# the
city makes me pa> a tax on them,
or a license for them, and if
they make me insure them. I
think 1 shall get a spade and
quietly slip away to the come
tery.

paper. Although 1 did not sub
scribe for the Citizen I did re-
ceive a copy each week and some-
how 1 feel guilty for not sending

Humble spotlight. He is “Jar
ring John” Kimbrough, two-time
All-American who once led the
Texas Aggies to the national
championship. Now »a scientific
farmer at Haskell. Kimbrough
tells his own story—the first in
a series showing the present day
life of Texas’ sports heroes of
the past.
Sports enthusiasts will also en
joy films of the 1957 State Bass
tournment which drew anglers
from all sections of Texas Con-

The long anticipated filibuster
to protect tbe country from the
Civil Rights Bill has gotten un-
derway. 1 believe that it has al-
ready shown many people that
this is an extremely dangerous
bill The President has admitted
that he did not intend to go near-
ly as far as the bill actually
goes. A filibuster is a slow and
cumbersome method but I think
that very bill illustrates quite
clearly why we need Ibis right
of unlimited debate in order to
inform the public of the real ob-
jectives of legislation
The House has been very ac-
tive this week. On Monday we
accepted a Conference Report
on the Agricultural Appropria-
tion Bill. This agreement rest or
ed a half a billion dollars for
the acreage reserve part of the
Soil Bank. I did net support the
continuation of this acreage re-
serve. I think we would do better
to pay for producing.
On Wednesday, we extended
the reorganization authority of
the President for two more years
Many mentally ill veterans
spend many years in government
institutions. The cost to the gov
eminent averages around $500
per month in addition to the
compensation payments which
are made to the veteran or his
guardian. Since the government
is paying all of the veterans liv-
ing expenses and since, unless
he has a family he has no way of
spending his money, he often
accumulates a large amount.
Under the present law the gov-
ernment has been paying many
millions to distant relatives,
many of whom do not even live
in the United States.

THE JUDGE AT WORK
The judge has many duties in
a trial.
He sees that it goes in an or-
derly way and according to the
rules—in selecting Hie jury, pre-
senting evidence. ‘ hearing the
lawyers’ arguments, instructing
the jury, and bringing in the
verdict.
Before the trial starts, the
judge sees that the questions put
to prospective jurors are proper.
He excuses jurors. He must see
to ttie proper conduct of the
litigants lawyers, and witnesses.
He must put down public dis-
turbances.
The judge must see that tbe
lawyers keep within due limits
in questioning witnesses, in ar-1
guing to the jury, and in their
attitudes toward each other and
fhe judge
The Judge tells he jurors their
duties and what questions of fart
to decide He inatructs them on
what law controls the rights of
the parties. He secs that the ver-
dict is due in form. He must de-
cide any requests fbr rulings by
lawyers.
For example, after the plain-
tiffs lawyer has made his open-
ing statement or presented his
evidence, the defendant's lawyer
may move for a directed verdict
This motion grants the plain-
tiff* facts but denies their co-
gency as a matter of law. If
granted, the motion will not al-
low the plaintiff to recover Judg-
ment.
A directed verdict also ends
the case before the Jury ran de-
cide It ft is a decision by the
court on a question of law, their
power to sustain the other party’s
case.
A judge may render a “Judg-
ment notwithstanding the ver-
dict” after the jury has brought
in it* verdict, when he should
have granted, but mistakenly
denied, a directed verdict.
The judge now and then may
rule on the law and thereby take
the suit out of the Jury’s hands
His ruling Hi no way reflects on
the jury, but works io keep down
needless litigation. When he does
this he usually expresses the
sincere thanks of the court for
the time of the jury in standing
ready to do ita work.

be able to receive small monthly
checks from their State Depart
ment of Public Welfare through
the new state-federal program
of Aid to the Permanently and
Totally Disabled The Constitu-
tional Amendment, which was
adopted by the voters in Novem
ber, 1956. limiting the amount
of money that can be appro
priatel for this program to 1-5
million dollars per year, makes
aid possible only to those who
are helpless and have no rela-
tives able to support them.
Jack E. Keith. Welfare Super
visor for this area, pointed out
this is the only welfare program
which require* consideration of
the ability of relatives to sup-
port. This law defines "respon-
sible relatives" as ehildrcn, par-
ents, step-children, step-parents,
brothers and listers. Mr. Keith
said that for the first time in
nearly 20 years the Department's
Field Workers will be required
by law to determine the re-
sources of relatives of person*
who apply for aid
The “permanency" and “to-
tality" of the disability will be
determined by a State Review-
ing Physician after study of a
complete physicist or mental
examina|l4n by the person’s own
private physician. Complete help-
lessness from a medical stand-
point, rather than inability to
work, ia the criteria. Tbe state
will pay the private physician
for his examination.
Funds for assistance payments
will not be aavilable until Sep-
tember 1, 1957. but applications
will be taken after July 15.
While the helpless individual
will not be able to leave borne,
the persons responsible for his
care may come to the local wel-
fare office and acquaint the De-
partment with his situation. A
Field worker will then call, as
soon as possible, at the home to
take the application.

Texas.
