Savings Possible in Road Machinery
Ed. Note: This is the third of a
series pertaining to the Op-
tional Road Law of 1947 that is
being considered in San
Patricio County. According to
other counties, part of the
savings in adoption of this law
is the reduction of road
machinery owned by the
county since it is all held in one
unit rather than divided into
the four precincts.
San Patricio has invested in
equipment, used by the four
commissioner precincts, a
total of $474,972. Most of the
equipment is involved directly
in road maintenance and the
remainder is for office
equipment used in the various
precinct offices.
Broken down the equipment
is divided into the four
precincts in the following or-
der: Precinct No. 1, $103,062;
Precinct No. 2, $127,570;
Precinct No. 3, $105,847; and
Precinct No. 4, $138,493.
One of the comments from a
county judge using the unit
system pertaining to
machinery costs was J. K.
Martin, county judge of
Sterling County. The judge
commented: “We have 914
square miles in our county and
we maintain about 500 miles of
roads. Sterling County
operates under the one unit
system because we can cut our
machinery and personnel costs
costs about half under this
system.”
Since road equipment is
highly specialized and ex-
pensive, each precinct in San
Patricio County must have the
machinery necessary to carry
out the road work in their area
independently of the other
precincts. There is very little
loaning equipment from one
precinct to another.
Probably the largest in-
vestment in machinery is in
maintainers, or motor graders.
Each precinct has two or more
with at least one being in the
$20,000 bracket. In all, the
inventory lists carry 11 graders
of one type or another.
Merced Garcia
Dies June 4
Funeral Mass was
celebrated at 10 a m. Monday
at Immaculate Conception
Catholic Church in Gregory for
Merced Garcia, 71. Burial was
in the Gregory-Portland
Cemetry.
Mr. Garcia, a retired far-
mer, collapsed and died
Friday, June 4, in a Portland
restaurant. He was a native of
Gregory.
Funeral Services
For Mrs. Fulton
Held in Ohio
Funeral services for Mrs
Fay E. Fulton, 82, mother of
Mrs. Francis Roberts formerly
of Portland and now residing in
Corpus Christi, were held
Saturday, in Rittman, Ohio.
Mrs Fulton died late Wed
nesday night, June 2, in Ritt-
man.
She survived by her
daughter, three grandchildren
and six great-grandchildren, all
of Portland.

Naturally, since most road
work involves hauling of
materials it follows that the
inventory of trucks throughout
the county would be large.
Each precinct has their own
supply of pickups, flat bed
trucks, and several sizes of
dump trucks.
Each precinct has its own
paving machinery including
asphalt pots, spreaders and
rollers. Each maintains one or
more warehouses and each is
equipped with a certain
amount of repair and main-
tenance equipment. However,
most major repair work is done
in commercial garages.
Basically, the Optional Road
Law of 1947 allows a county, by
a vote of the people, to install
the unit system which allows
the operation of the county as
one unit in-as-far-as road and
bridge funds are concerned.
The law also provides for the
hiring of a county road
engineer to supervise the road
work throughout the entire
county. The commissioners
court still retains policy
making authority.
County Judge R. W. Halley,
Sr., of Falls County had this to
say about the operation of the
unit system:
“In county financing, the
system provides a definite and
secure plan in the expenditure
of county money. All funds
belonging to the road and
bridge department must be
kept by the county auditor in a
single fund marked ‘County
Road and Bridge Fund’ and all
monies paid out of this fund
shall be upon order of the
commissioners court only.
“This system provides for
the commissioners court to be
the policy making body of the
road department. It is
therefore obvious that the
policy will apply in all cases to
the county, rather than for
different policies in the four
precincts.”
“Under this plan, a county
may construct and maintain its
road system with less equip-
ment and, of course, less in-
vestment. By disregarding
precinct lines, equipment may
be moved from one part of the
county to another as necessity
demands. Emergencies may
be met more readily by co-
operative effort.”
