The financing of a County Hospital by the voting at the forthcoming Bond Election, at
a SEVENTEEN CENT (17c) tax increase, is a sound business proposition based on the following

Daily receipts from charges for Indigents authorized hospitalization by the Commis-
sioners Court would be one-half the daily charge.
It appears, therefore, that a County Hospital as proposed can be built, equipped and
maintained with a tax increase not to exceed 17c per $100.00 of our present assessed valuation
County records show this valuation to be $7,611,990.00, which is considerably less than 25% of
Fair Market Value.
Let us assume, however, that there will be no County growth financially and that un-
forseen conditions arise, necessitating additional tax funds. These funds are, and will continue to
be, available from the present available funds, with no further increase in taxes.
The management of our County funds and activities would have to be improved. Based
on official County records, Kendall County, during 1958, received for the Road and Bridge Fund
the following amounts:
From Auto Registrations ................................................................ $57,268.52
From Rental Operation of County Road Equipment ................ $15,054.49
From Taxes at 15c per $100.00 assessed valuation .................... $ 9,683.41

During 1958, according to official County records, Kendall County expended the follow-
ing amounts:

Statement From Texas Hospital Ass’n.
"We have reviewed information in our files on 16 Hospitals of
the approximate size you propose for Kendall County. All of
these Hospitals were either municipally, county or community
owned. In other words, they were all non-profit charit-
able Hospitals.
Twelve of the sixteen Hospitals showed either a break even on
total income and expenses or a small profit. Actually, only
one of these Hospitals indicated an equal amount of income
and expenses: the other eleven carried upwards to approxi-
mately $22,000.00 net profit in income over expenses."

Kendall county citizens welcome this opportunity to afford ad-
equate medical service at home. The Hospital program will
insure maximum health protection for the whole family. Es-
pecially mothers and children on a very modest economic bas-
is to the county. A majority of the counties in Texas have rec-
ognized their responsibility in providing for the needs of all
the residents in the county, and do not measure human lives
and human suffering by dollars and cents. Humanitarian rea-
sons prevail over "minimum insurance premium of 17 cents per
$100.00 valuation", VOTE FOR THE HOSPITAL PROGRAM, and
the urgent need for local health protection.
Some member of your family or dose friend will be eternally
thankful to you for your foresight in voting for the Hospital
Bond.

The total network of County roads would not suffer by transferring the tax funds
0 presently being collected to a project available for the use and benefit of all residents of Kendall
County and adjacent areas.
BEAR IN MIND the following facts: The total number of miles of County Roads has
decreased in the last ten years, many of them having been converted to Farm-to-Market roads,
now maintained by the State.
The funds available for road work have increased in the last ten years (per mile road
basis).
The Precincts have increased their inventory of road' equipment in the last ten years.
Payrolls have increased in the last ten years-
Your taxes are still rolling along.
These funds are allocated to Precincts based on a formula of residents and miles of
County road. Only Boerne, being Incorporated, has roads not classed as County Roads. As a
result, tax money from three Precincts is used for the benefit of the- Precinct with the most
mileage of County roads.
