Our Austin special yesterday told the
tale of wlilch Comptroller Swain wrote
thu prologue moro than two years ago
An empty treasury and evidences of htalo
Indebtedness unsatlslled Is the picture
that Tcxans aro culled upon to contem-
plate The result Is pieclsoly what the
comptroller predicted In his official report
for tho year IBS
At that time thero was a great clamor
for a icdiictlou of taxes The rato for
state revenue was then 22J cents and
thero was an Inouasc of assessed
valuation exceeding 100000000 Tho
additional leveuuo derivable from
this Ineieased valuation would amount to
1500000 Thero was then a revenue
balance ou hand of 3315000 and the
popular belief as that we were plllng up
au unnecessary surplus In Imitation of
Iloberts cash balance which rendered
uccossary a reduction In tho tax
rate Kvcit Gov Ireland partook
of the mistaken notion that a
reduction was possible and pleased
tho public by recommending In his mes-
sage to tho special session of 1881 u de
cieaseot the revenue tax from 224 cents
to 18 cents Conforming Its action to his
recommendation thu legislature fixed tho
rato at 174 cents nud adjourned amid ap-
plause for Its devotion to economy as
shown by Its action In relieving tho state
of taxation
Hut there was ono man who was uot
misled by Ignorance or demagogery to
support the plan of reduction Comp-
troller Swam protested that tho then rato
of 224 cents for revenue purposes was as
lowas the limit could safely be put In his
report to Gov Ireland pro lous to tho as-
sembling of tho special session ho proved
by incontrovertible figures that there
was then an excess of cxpendltuics
over receipts amounting to 8l81t0OS0
for tho ilscal year ended August SI
18SS and that thero would bo a
still further excess of expenditures
over receipts of 807883 8 for tho year
euded August 111 1881 No actual defi-
ciency occurred because of tho unex-
hausted cash balance of Gov Hoburts
then In the treasury which was drawn on
every year to mako up the actual detlclt
for tint year Kor Instance at tho close
of tho Ilscal year August 11 1882 thero
was a surplus of 32005402 in tho trea-
sury accumulated under Iloberts admin
istration by a tax of to cents Under a
rato of 30 cents It speedily diminished
and on tho 31 st of August 1881 amount-
ed to but 37000 Tho entire state reve-
nue had been consumed to run the state
government and 190000 lu addition
But for this surplus left over by the Ilob
erts administration tho treasury would
havo been emptied tho first year fit f re
lands administration while tho taxrate
was 22 cents yet with a knowledge of
tlicso plain facts the governor recom-
mended and the legislature enacted it re-
duction to 174 cents Tho only purpbso
of such action was tho desire to make a
reputation for retrenchment and econo-
my
Thero was an actual deficit foreseen last
winter and it was postponed by a tem-
porary contrivance The NJueteonth leg
irlature thou n session authorized tho
iSMiaucu of bonds In tho sum of 8200000
which wore sold and tho money used to
pay thu current expenses of government
which the reveuuo from taxation was ln
ademialo to meet This Increased the
state debt 3200000 and still It was not-
able to at old a dellelt
Now wo litve to face tho outcome The
states obligations arc dishonored ond re-
proach brought upon tho people of Texas
ull to gratify uu ambition to make a repu-
tation for tax reduction
Had thu advice of Comptroller Swain
been heeded two years ago this would
Mot havo happened Ho alone saw tho
disastrous consequences that would at-
tend the further diminution of nil already
deficient revenue aud ho warned tho re-
sponsible officials In time to avoid the
false step No deniagoglsm swerved blm
from his plain duly It was unpopular
then to Insist that taxes could not bo
reduced but popular clamor could not
blind lilni to facts He knew that It was
unsafe to lower the rato of taxation and
said so Ho predicted a dlffcteucy as the
result and the deficiency is at lmud
No e cut could havo better cstnbllscd
the sagacity and prudent statesmanship of
Mr Swain than tho present concurrence
with his announcement made two years
ago The netd of just such men of prac-
tical and thorough acquaintance with state
affairs of men who know thu needs of tho
state and boldly proclaim them without
fear or a desire for favor Is made pain-
fully apparent by a treasury deficit and
dishonored state obligations Tub Ga
STTi has seen much of a Swalu boom for
governor In Iho papers but It greatly
mistakes the judgment as well as the
needs of the people If Iho present state
of things docs not Incline the popular
favor to a man who is demonstrably pos-
sessed of the practical knowledge and
plain business sense necessary to ade-
quately deal with public questions so
nearly affecting tho public lutercstaud tho
