City Council Election Canceled
By Jim Butler
Owner/Publisher
In their Monday City Council
meeting, members canceled
the May 11, 2013 city election
since no one came forward in
opposition of the three council
members up for re-election.
Mayor Scotty Stegall, and
Councilmen E. J . Cates and Carl
Reel were up for re-election.
The proposition canceling the
election will be posted at the
regular voting places on the
May election date.
John Bolster, an attorney
with Linebarger Goggan
Blair & Sampson, LLP, the
law firm handling the sale of
seized property because of
delinquent taxes, presented a
bid of $16,000 to the Council
from Del Elmejjarmi, a Plano
investor, for the old Assisted
Living property. The new owner
must bring the property back
up to city code requirements.
Bolster explained since the
bids for the property at public
sale on February 5, 2013 did
not meet the appraised value
or the amount of delinquent
taxes on the property, those
bids had to be rejected. Even
though the $16,000 bid is
much less than the appraised
value or delinquent taxes, the
tax entities can accept the bid.
All three entities, the City of
Cooper, Delta County and
Cooper ISD, must accept the
bid before the property can be
sold. The Council accepted the
bid so that the property can be
placed back on the tax rolls and
taxes can be collected on the
property in the future.
A resolution was passed
authorizing the Mayor to ask
TxDOT to allow the city to
close the necessary streets
around the Cooper Square on
April 13, 2013 for a car show.
The Council named Dean
Eudy as City Judge replacing
David Moses, Sr. who passed
away on February 25, 2013.
The budget was amended
to allow the City to purchase
a maintenance agreement on
water plant equipment for
$4,654 annually. The company
providing the maintenance has
access to necessary, hard to get,
replacement parts for the old
equipment.
A salary increase for two
City employees did not require
Council approval but Mayor
Stegall asked for consensus
from Council members for the
raises. Approval was voiced to
allow the raises.
City wide cleanup week is
set for May 4 through May 12.
Participants will be charged
one half the normal fees and
tires will be accepted.
The next Cooper City
Council meeting is scheduled
for Monday, April 8, 2013 at 6
p.m. at City Hall.

TROUBLE AT ROYSE CITY
From my ledger, 1985. Thursday, October
3. Our junior high went to Royse City for two
football games. Some parents had been con-
cerned about students getting home so late
from games so there was a new district rule
that seventh grade games had to be over by
6:00. Royse City scored first but missed the
extra point. Since they were really firing off
the line at us we ran Freeze Play several times
and got them to jump off sides. When I called
freeze play that meant we were not going to
move because we were not going to snap the
ball. After three snap counts, if the other team
doesn’t jump offside, the quarterback raises up
and calls time out. Lamont Neal made a nice
run after catching a pass and we scored. Af-
ter the extra points we were ahead 8-6. They
got the ball at two minutes until 6:00 with four
minutes showing on the game clock. All coach-
es I know call time outs to help their team so
I called time out, not only trying to let 6:00
arrive but to tell the team how to stop Royse
City’s dive play. You never heard at the like of
booing and groans from the Royse City fans
when I called that time out. At 6:00 the ref mo-
tioned us back out on the field but I thought the
game should be over. I called another timeout
and the booing really got loud. After a couple
of minutes the ref signaled for us to come on
and play some more. Finally at 6:05, Royse
City scored to make it 12-8. The officials ran
off the field and didn’t even let Royse City at-
tempt an extra point. To me, I was just trying
to use the clock to our team’s advantage. Next
day I had to go visit with our superintendent
who didn’t like me calling those time outs. As
far as I was concerned I hadn’t done anything
wrong and had just used time outs to help our
team but I promised not to call any more time
outs while waiting for 6:00 to arrive. After the
seventh grade game I carried our camera to the
press box so our manager could film the eighth
grade game. Some of the fans said they could
have beat us two touchdowns if I hadn’t called
those time outs. I was so mad I told them,
“Yeah, and if my aunt was built different she
would be my uncle.”

Nelson from Denison, Texas. Courtesy Photo
In the eighth grade game we scored and made
the extra point. The game stayed at 8-0 until the
third quarter when their quarterback, Desmond
Robinson, made a sixty yard run but we stopped
the extra point attempt and led 8-6. We had a
good drive going when the ball was stripped
from Byron Bonds. Royse City drove to our goal
line and it was fourth down near the goal line
late in the game. Coach Silman told Bam Morris
to crash from the middle linebacker spot and he
tackled the runner in the backfield on a counter
play. The game was over.
On the way home Bam rode with his mother
and they stopped at a McDonald’s. He told me
the next day he ate three Big Macs, an order of
french fries, three suckers, a pickle, and drank a
Coke and three glasses of water.
Our previous games that year had been
with teams to the north of Cooper and on the
way home we would exit off Highway 24 onto
Northwest First Street, crossing the square and
proceeding on to school. Today, since we were
coming from the west, we turned off 24 on to
West Dallas Avenue then south to get to the
school. That’s the same street we used to go to
the football field. Seventh grader Vincent Young
came up and asked us if we were going to the
football field and practice because his team had
lost. I was still grouchy and told him to go sit
down and that Coach Silman and I were driving
buses home from football games when he was
bom. Remember, all our junior high games were
played on Thursdays. Two blocks later he was
back up at the front and told me, “Coach Trapp,
y’all couldn’t have been cause I was bom on
Tuesday.” I didn’t know whether to laugh or just
shake my head.
Now up to 2013. Saturday, March 2, Junior
Larkin, Kenneth Gillean, Jason Barnett, and I
went to Lake Tawakoni to the weigh in at a cat-
fishing tournament. We wanted to see how big
some of the catfish were. The only kind of cat-
fish I saw were blues. Largest fish weighed 67.84
pounds and was caught by the team of Tony Pe-
tree and Steve Nelson from Denison, Texas. The
six largest fish all weighed over fifty pounds.
Top stringer of five fish weighed 239.80 pounds
and was caught by the team of Paul Miles and
Dan Miles from Lake Dallas and Irving, Texas.
The top three teams were very close as they
were 239, 236, and 233 pounds. Remember the
Friends of Doctors Creek State Park catfishing
tournament at Cooper Lake on March 16. Call
903 395 4600 for information.
Snake report: Saturday afternoon as we hog
hunted we killed a three foot long cottonmouth.
Watch your step on these warm days.
It may shock the young folks to know that in
the old days a milk truck would come to your
house and leave the amount of milk and/or
eggs you had written on a note. Here are some
more notes left for the milk man or milk woman.
“Sorry about yesterday’s note. I didn’t mean one
egg and a dozen pints. When you bring the milk
knock on my window and wake me up cause
I want you to help me turn the mattress over.
Please knock cause my television is broke and I
want you to tell me what happened on a televi-
sion program.”
