Mr George Otto Trevclyan who recently
resigned the position of secretary for
Scotland arorc After eulogizing Mr
Gladstones oration Mr Trevelyan pro-
ceeded to say that he Interposed thus
early In the debate in order to explain
the reason of bis resignation He reslgued
with extreme compunction and regret al
though the step when finally decided upon
was taken with neither doubt as to its
propriety nor with the least hesitation
He had jo ned the cabinet because as he
considered at the time to hate re-
mained outside would nave been tanta-
mount to a confession that the
Liberal party waa a homerule party
was It he would like to know that had
happened since to change them The
only security ho urged that parliament
would havo according to Mr Gladstones
plan for the money thoy would be called
upon to vote for the purchase of the Irish
landlord rstatcswoud bo tho willingness
of the Irish farmers to keep up their pay
ments How much dependence could be
placed upon

Mr Tiovolyan and temludcd him that uo
landlord scheme had yet been submitted
to parliament
Mr Trciclyau acknowledged the cor-
rection aud proceeded with his speech by
asking how long It would bo If tho meas

to the imperial exchequer would be de
nounced by the Irish and reprobated
as an English tribute For
my part 1 have no hesitation
In saying that I think complete scpara
tlon of Ireland from Great Britain would
bo prclcrable to tho plan of government
that has just boon proposod Wo should
then know tho worst at onco As an
alternate o scheme Mr Trevelyan said ho
would propose that tho execution of law
and tho maintenance of order should bo
rotalued In tho hands
of tho central gov-
ernment Then hu would propose tho
creation of certain local bodies which
should bo composed of mombeis

be Intrusted with and held
responsible for many of tho subordinate
functions of government such as provid
ing tor education superintending tho
details of local government provldfiigfor
the relief of iho poor and o forth
At tho conclusion of Mr Trevelyana
speech Mr Parnell arose and was re-
ceived with cheers by the Irish members
