Judge rules revisions
to abortion law
unconstitutional
AUSTIN —U.S. District
Judge Lee Yeakel on Aug. 29
struck down two provisions
in House Bill 2, legislation
passed by the Texas Legis-
lature in the second special
session of 2013, amending
the state Health and Safety
Code to restrict access to
abortion services.
Yeakel wrote, “A state’s
legislature cannot purport
to act to abrogate the rights
guaranteed by the United
States Constitution,” and
concluded the following
provisions in the law put an
unconstitutional burden on
women:
— That a physician per-
forming or inducing an abor-
tion must, on the date the
abortion is performed or in-
duced, have active admitting
privileges at a hospital that
is located not further than
30 miles from the location
at which the abortion is per-
formed or induced.
— That the minimum
standards for an abortion fa-
cility must be equivalent to
the minimum standards ad-
opted for ambulatory surgi-
cal centers.
Also, Yeakel wrote, the
two provisions would act
together “to create a scheme
that effects the closing of al-
most all abortion clinics in
Texas that were operating
legally in the fall of 2013”
and thus, “the overall effect
... is to create an impermis-
sible obstacle as applied to
all women seeking a pre-vi-
ability abortion.”
The case was brought by
regional abortion providers
in this state who joined to-
gether as plaintiffs, seeking
to prevent those two provi-
sions of the amended law
from taking effect on Sept.
1. The group sued Texas De-
partment of State Health Ser-
vices Commissioner David
Lakey, M.D., and Mari Rob-
inson, executive director of
the Texas Medical Board, in
their official state capacities.

Fest on tap this Sat., Sept. 13th
The 19th Annual Ralls
Cotton Boll Fest will kick-
off this Saturday, September
13th with the Ralls Volunteer
Fire Department’s Annual
Pancake Breakfast at the Fire
Hall beginning at 7 a.m. So
begin the day with a good
breakfast and come out and
support our Fire Dept.
Rev. Adolfus Cleveland
of Shiloh Baptist Church
will give the Blessing of the
Harvest.
There will Crafts, Food
Vendors and Agricultural
display booths all over the
square in downtown Ralls
opening at 9:00 a.m. til 5:00
p.m.
Ralls Car Show will be
on the square. All proceeds
will benefit Ralls Boy Scout
Troop 333. Car Show Award
will be presented at 3:00
p.m. under the Pavilion.
The Cotton Stalk Contest
and Biggest Weed Contest
will be going on in the morn-
ing. Awards will be given for
Shortest Mature Stalk, Most
Bolls, Biggest Leaf, Fattest
Boll, Tallest Stalk, and Tall-
est weed. Bring your entry to
the Chamber Booth.
Live Entertainment will
be under the Pavilion all day
long. All kinds of Music and
specialty acts.
The Cotton Boll Queen’s
Contest will begin under the
Pavilion at 1:00 p.m. with
the Little Miss Cotton Boll
contestants, followed by the
Young Miss, Jr. Miss and
Miss Cotton Boll Queen
contestants, all for on-stage
modeling. Crowning will
take place at 4:00 p.m. under
the Pavilion.
Little Mr. and Miss Cot-
tonseed Contest will be go-
ing on all day. Contest is for
0-4 years olds. One Dollar
counts as a vote. Stop by the
Chamber booth and vote for
your little sweetheart.
Mr. & Mrs. Cotton Boll
will be announced at 12:00
noon. The honor is given to
Crosby County Courthouse
will celebrates 100 Years
on Saturday, September 27th
Mark your calendars for
Saturday, September 27,
2014. The entire county
will be celebrating the 100
year birthday of the Crosby
County Courthouse.
The day will begin at
10:00 a.m. in Crosbyton,
as the parade winds down
Berkshire Street headed for
Aspen.
Each entry in the line
will be announced by the Pa-
rade Announcer, James Jest-
er. Be a part of the parade on
a float, golf-cart, or tractor.
You can also choose to ride
a horse, bring a vintage car,
or limp along on foot. Put
together a washboard band,
organize a lawnmower drill
team, or come up with your
own group to entertain the
spectators on the street. Cul-
tivate your sense of whimsy
by “Joining the Parade.”

Perry Wins Special Election

The Prairie Thimble
Quilters will have a Quilt
Show in the Ralls ISD Com-
munity Room.
The Ralls Chamber will
be raffling items all day long.
Raffle tickets are $5.00 each
and you can buy them at the
Chamber Booth or from any
Chamber member.
Street Dance will end
the festivties of the Cotton
Boll Fest beginning at 8:00
p.m. till 11:00 p.m. Come
down town and dance the
night away with the Martin
Country Band. It is sure to
be a good time. There is no
charge for admission.
The Ralls Chamber will
be drawing for the $100
worth of Ribeyes at the
Dance that evening. So buy
those tickets!!

Ceremony will take place before the game against
Bovina on Friday, September 19th beginning
at 7:10 p.m. on the field.

28 was held on Tuesday,
September 9, 2014.
Crosby County Election
Results:
There were 174 voters
and 1 under vote who took to
the polls in Early Voting and
175 on Election Day for a to-
tal of 350 votes.
Rep. Jodey Arrington re-
ceived 101-28.94% votes.
Lib. Kerry Doug-
las McKennon received
1-0.29% votes.
Rep. Delwin Jones re-
ceived 10-2.87% votes.
Dem. Greg Wortham re-
ceived 71-20.34% votes.
Rep. E.M. Garza re-
ceived 4-1.15% votes.
