New Toek Aug 21 The depression
in Wall street for soma time past owing
to tbe possibility of an extensive spread
of labor strikes added to an aotlve and
stringent money market was greatly
augmented this morning by the decision
of the leaders of the various organiza-
tions 6f railway employes to recommend
a general strike on all lines of the
Vanderbilt system There is also
a possibility that the strike fever
will prove contagious and extend to
other important lines outside of those
now threatened The employes of the
Pennsylvania and Illinois Central systems
are reported to be uneasy and are liable
at any moment to make a demand which
will result in trouble on those lines The
entire list was raided and tbe price de-
clined under tbe lead of Vanderbilts
and Grangers London was a buyer at
the decline but sold again later A de-
cline of 14 per cent was quickly
scored throughout tho list with excep-
tional declines of over 2 per cent in
Rock Island Lake Shore and
Manhattan After the first
flurry an attempt to cover sbort sales in
some quarters caused a partial reaction
Tbe aatlve and abnormally stringent
rates for money however soon over-
shadowed the labor trouoles and further
large decllnos were recorded Many
stop orders were reached on the decline
At 1130 a m 25 ner cent was bid for
money with none offered From that
on the rate was rapidly marked up to
50G0 per cent and at 1240 p m
money was quoted at i per cent com-
mission aud Interest equal to 96 per-
cent At the same time a loan of 150
000 was reported at 5 per cent on govern-
ment bonds Later loans were made at
< per cent commissions and interest
which was the hicbest rate for the day
lnlate dealings there was a better supply
of money and the rate dropped to 5 per-
cent at whioh figure tbe last loan
was made Tbe bears continued to press
the sale of stooks during the afternoon
and forced tbe liquidation of considera-
ble long stock Stop orders were suc-
cessfully reached for at every valuable
point and the value ot stocks continue
to shrink unmercifully Rock Island
was knocked at a clip In late deal-
ings there was a partial recovery owing
to the easier condition of the money
market The closing was quiet and
steady The financial situation was
the subject of consideration at the
treasury department at Washington
today The acting seoretary stated
that he appreciated the situation and
that it was probable some action would
be taken late In tbe day that would give
relief to the money market Tbe mar-
ket was strong exchange was wsak and
feverish as Is usual when the rate for
call matey rules exceptionally high
Bankers have taken advantage of the
situation to make a number ot sterling
loans to brokers who are carryingstocks
and these bills have been sold at conces-
sions from posted rates causing a

Deputy Sheriff Baylor and City Marshal
Olds arrested a young man giving his
name as Will Pearson for carrying a pis-
tol When arrested he tried to get th °
pistol but was prevented from so doing
After proceeding about fifty yards he
jumped back made a movement as If to
draw a weapon and told the officers to
stand back and as Mr Baylor was ad-
vancing on him told him not to move as
be had an even break with him
Mr Baylor then fired the ball taking
effeot in tbe arm infllotlng a flesh
wound Pearson exonerates tbe officers
from blame and says he thought he
might get away He states there are
two indictments against him in Falls
county Mo for misdemeanor He is
now m jail in default of bond

splouous battle in the perennial war be-
tween labor and capital Is just at present
that which is raging between tbe ship
owners and their employes For a-
long time the ahlp owners Lave com-
plained that they were subjeoted
to needless and harassing dictation
from the workmens unions and that all
their efforts to secure a more reasonable
course of action were fruitless The at
titudeof the men has been influenced
apparently by the sucoess of the dook
meui strike and they seem imbued
with the idea that they are masters of
the situation and can foroe their de-
mands at will One of the latest phases
of the situation is a projeot put forth by
the doekmena union to have vessel own-
ers deal directly with them Instead of
through the middlemen The union
would in that case receive a lump sum
the amount of tbe mons wages and the
usual proflt in addition whioh would be
equivalent to a decided Increase in the
compensation of workers The soheme
is for various reasons objectionable to
all parties

The shipowners moved to concerted ao
tlon by this and many other obnoxious
demands of the workmens union have
now formed a strong union com-
bination among themselves for

Mississippi Constitutional Convention
Jackson Miss Aug 21 In the
constitutional convention today Dele-
gate John W Fewell spoke in support
of a proposition offered by himself to
confer suffrage upon women Mr
Fewells resolution read as follows
Resolved that as the sense of this
convention that It is a condition neces-
sary to tbe solution ot the franchise
problem that the right to vote shall ba
secured by proper constitutional enact-
ment to every woman who shall have re-
sided In this state six months and who
shall be twentyone years of age or
upwards and who shall own
or whose husband if she have a hus-
band shall own real estate situated in
this state of the clear value of 8300 over
and above all enoumbrance The votes
ot every woman voting in any election
shall be cast by some male elector who
shall be thereunto authorized In writing
by such woman so entitled to vote such
constitutional enaotment not to be
framed so as to grant to woman tho right
to hold office
Under the rules tbe resolution should
have gone to tbe committee on eleo
tion franchise but by unanimous
consent Fewell was allowed
to take tbe floor in
support of his resolution Mr Fewell
made the most of bis opportunity and In
a speech ot twenty minutes duration
made a deep impression on all his hear-
ers He urged that a special committee
be appointed to report upon the
question but the committee on
elective franoblse regarded such ref-
erence with the instructions suggested
as infringing upon tbe prerogatives of
tbe elective franchise committee and
after two hours discussion Mr Fewell
struolc out the objeotionable clause of his
resolution and had it referred the usual
wayDelegate

for female suffrage with property and
educational qualifications This plan
also embraces the Australian billot sys-
tem The woman suffrage idea Is grow-
ing in favor among the best minds of the
convention and unless safety from ncro

one to it will be adopted
