over tin lower end of tbe highway the
latter part ot the week, and while
(there made it all especial point to
look over the work that is being done
by the State Highway Peparment un-
der th<* supervision of (J H. Dunn,
District Maintenance Superintendent.
In an interview with Mr. Dunn, dur-
ing which the Reoordman was taken
to task in a very pleasant way, for an
editorial that appeared in tin Record
last week. Mr. Dunn explained quite
at length just what the Department
proposed doing at the present time
and mapped out the future program
as far as the Highway Department
was concerned.
“We propose," said Mr. Dunn, “to
keep a rather large force of men at
j work on repairing the highway thru
! from Riviera to Kingsville until we
j have gone over it and repaired the
| places needing it badly at this time.
; We have ‘borrowed’ from the flr vf
- < ;illactovs, (‘olgLwier & Doff, one of
their very best men, Mr. Henry Street-
man. who will have in charge the re-
pair work, The Department has late-
ly acquired some equipment in the
way of trucks, etc., and wo are pur-
chasing the repair material from the
contractor on the Nueces county high
way and hauling it to where it is need
ed We find this plan to he very much
more economical and the material
ground us it is by machinery, fresh
as wo use it. is nvery much more sat-
isfactory. We expect to use a larger
force of men and push through this
work just as rapidly as possible."
Questioned as to a report that the
allotment for Kleberg county had all
been used up, or would be used up by
the time this work was completed,
Mr. Dunn stated that this was a mis-
take. and was willing to give figures
to substantiate his statement. "We
will have funds to complete the pres-
ent program and expect to keep a
force of men. smaller than at the
present time, of course, on the job
right along."
In answer to an inquiry about the
| necessity of tearing up the entire base
when making repairs. Mr. Dunn staled
that repeated experiments had been
made on different sections of the
highway with other methods of repair
work, hut that it was found that 1 lie
base had given away. In many places
we found little or no gravel where
there was supposed to he five inches

Another milestone has been passed
! in the building program of the South
Texas Teachers College.
K. It Krard, secretary of the Com
men ial Club, received a telegram
: Tuesday from Dr. it It Cousins, presi-
dent of the College, who is in Austin,
(stating that the contract for the eon
| struction of Hu* main building had
been let to the H. N. Jones Construc-
tion Company of San Antonio and that
construct ion work would be started
I not later than the 15th of September,
the contractor agreeing to have the
work completed by the 15th of May,
11)25.
Mr. Era id states that the contract
was let at a figure well within the ap-
propriation and that no delay in start-
ling the erection of the building* on
I the date announced is anticipated.
The appropriation is available on
( August 31st.
Dr. Cousins is expected to return to
Kingsvdle Thursday morning.
An Explanation
Anticipating some possible criticism
of the roller machine at work last
Sunday, the following explanation is
offered:
The calnchie recently put down on
the street leading rom the hospital to
I the highway was in had shape, of
course, account of t.he had weather,
tills, it was absolutely necessary Hint
this, it was absolutely necessary that
this street be made as smooth as pos-
sible because of the fact that It will
he used by the ambulance. There was
I no possible chance to get the roller
from Nueces county except on Sim-
day when the road forces up there
were not at work. Kleberg county or
the city of Kingsville has no roller.
The present commission hits'no desire
to violate the Sabbath and does not
do so except In extreme ea^es.

Proclamation -
Inasmuch as the National Defense Act calls for the
mobilization in times of peace of all the organized and un-
organized military forces of the United States, upon some
set day of each year, and as Governor Pat M. N(?ff has re-
quested me, as Mayor of Kingsville, to call attention to this
fact, through proclamation, advising the people to take heed
of the day, its purpose, and as the significant September
12th—date of the St. Mihiel drive—has been designated as
National Defense Day, I would urge Kingsville citizens to
participate in such manner as will later he advised, and in
conformity with the Act, the request of President Coolidge
and Governor Neff of Texas.
The Adjutant General of the State has been directed
not only to assemble for drill and patriotic purposes all the
National Guard units of the State, but be has also been re-
quested to co-operate with all county and city officials and
the civilian population generally in arranging proper patri-
otic programs of music, addresses, and drills in keeping
with the purposes and the spirit of this Defense Test Day,
and I am sure that the people of this city will co-operate in
whatever manner the program committee, already at work,
sees fit to arrange, and thus responding will, as immediately
proceeding and during the war demonstrate thnt patriotism
and loyalty so instrumental in aiding during the world con-
flict, and the reign of peace following.
J. F. GOODE, Mayor.
