will present to Congress
his tax reform package.
I liese proposals are sure
to effect every citi/en
in the United States.
It is doubtful that prosis-
ions to repeal the carry-
over basis of the 1976
lax Reform Act will be
included.
The carry-over basis
is extremely complex
and costly to comply
with. It will also greatly
increase capital gains on
inherited property w hen it
is sold, and this can cause

farms in order to pay ail
of the estate and income
taxes involved.
Prior to the 1976
tax law changes, w hen an
individual sold inherited
property, his capital gains
tax was based only on
the gain in value over
and above the "fair
market value" at the time
he inherited the prop-
erty. Under the new law
the heir, in calculating
his tax. is forced to go
back to the decedent’s
cost basis. This will
greatly increase the tax
burden when the heir
sells part or all of the
farm or ranch property.
Also included in the
package will be a limit-
ation on business de-

ductions for meals. There
are no exact figures, but
owners of a number of
leading restaurants
estimate that more
than 50 per cent of their
lunch business comes
from expense account
customers. Sometimes
business spending
approaches 100 per cent
especially in luncheon
clubs and restaurants
that eater to conventions.
The National Restaurant
Association has already
voiced opposition to this
proposal which could
also conceivably affect
consumption of beef.
I he IC A will keep their
attention on this tax re-
form package. The ad-
ditional hearings sched-
uled by Congress on the
conditions of the cattle
industry were postponed
because of the debate
in Congress over de-
regulation of natural
gas. A conference com-
mittee began working
this week to draw up
a compromise on the leg-
islation proposed by the
Mouse and Senate and
the ICA will find out
soon when the hearings
will be rescheduled.
This postponement
will give the ICA mem-
bers more time to gain
support for their pro-
posal that the 1969 Meat
Import Act needs re-
vision. Secretary of Ag-
riculture Bob Bergland
indicated that he would
like to have the authority
to revise U.S. meat im-
port quotas according to
the supply and demand
situation of the domestic
livestock industry.
It would be appropriate
for members of the In-
dependent Cattlemen’s
Association to write
letters to Bergland thank-
ing him for supporting
the ICA stand. His
