price for what it purchases
The establishment of a “K'air
market price" under a statute
is not assurance to the
taxpayer that the government
is operating in Ihe least costly
manner
The action of the governor,
secretary of state and
comptroller in approving
purchasing contracts awarded
by the board of control may be
perfunctory, but it serves as a
check on those actually >
performing the function
Because Ihe governor and the
comptroller are elected
officials, the voters have
recourse if if becomes
apparent that these contracts
are being improperly awarded.
