THREE AMENDMENTS: —
Even though space available
for Capitol Comment does not
permit detailed discussion of the
three Constitutional amend-
ments which you will be voting
on November 3, I want to touch
on one briefly in this and each
of the next two columns.
Number One on your ballot
would remove from the Consti-
tution a provision which per-
mits the Legislature to transfer
to the Available School Fund
“not exceeding one per cent an-
nually of the total value of the
Permanent School Fund.”
The Permanent School Fund
was conceived by the constitu-
tional convention in 1875 as a
trust fund to be created out of
public lands—with interest and
earnings earmarked for the A-
vailable School Fund for the sup
port of our public free schools.
EARLY TROUBLE: The A-
vailable School Fund was soon
found to be insufficient to fi-
nance the public schools, so a
constitutional amendment was
passed in 1891 permitting the
tap of the Permanent School
Fund. Amendment One on your
Nov. 3 ballot is designed to dry
it up.
While the Legislature did not
see fit to make the transfer be-
tween 1899 and 1957, this mon-
ey was transferred for each of
five years from 1957 through
1962.
GROWING CONCERN: The
taps on the Permanent School
Fund have been increasingly op-
posed as a threat to its future
strength and effectiveness. The
objections have been whetted
by the knowledge that income to
the Fund from annual rentals
and leases has been decreasing.
My feeling is that if the idea
of a trust fund to provide in-
come for public education had
merit in the first place, then we
haven’t gained very much by di-
luting it. I plan to vote FOR
this amendment.
