There was no lightness in Pre-
sident Roosevelt’s voice when he
.addressed the Congress with his
xfequesf, for a national defense
program unprecedented in our
peace-time history. There was
it could not be done now. Our
army is small, and in need of vit-
al supplies. Our force is minuscu-
lar beside that of the great fore-
ign powers. Our industrial mach-
ine is not geared for war. It
would, sav the authorities, take
a year and perhaps more to pre-
pare, equip and proivide trans-
port supplies for a significant ex-
peditionary force.
So immediate war was not the
problem. The problem was how to
make this country ready against
invasion and attack. The possi-
bility of crashing allied defeat
was not mentioned, hut all think
it was uppermost in the Presi-
dent’s mind. And if that happen-
ed, and Germany sat astride Eur-
rope, swollen with success, what
would happen? Would the British
fleet fall into German hands?
Would Hitler lay claim to Can-
ada, Bermuda, the Indies and the
other British possessions in this
hemisphere? And if he did, Avhat
position would America take?
That last question is easily an-
swered—no one Idoulbt that we
would have to meet force with
force. And what the President
asked was that Ave give all we
have to getting an adequate force
ready.
Never has one of Mr. Roose-
velt’s many speeches met with so
enthusiastic a reception. Die-hard

by many, had come at last. Hol-

President is right.” The Republi-

gians forces had all hut capitulat- i _
nd. The British and French fall-
ing back. The greatest military
machine in all history, the swas-
tiska flying above it, pressed in-
exorably forward.
The problem before the Presi-
dent and the Congress was not
whether the United States Avould
go to Avar. There nan be no doubt
that interventionist spirit has im-
mensly increased — yet, even if
there were unanimous support for

Q. Has the United States Sup-
preine Court recently handed
down a decision affecting the an-
titrust laws of Texas?
A. Yes. The U. S. Supreme
Court, early in May, 1940, held
constitutional a 1925 Texas anti-
trust laAV which exempted agri-
cultural products or livestock
Avhile in the hands of the pro-
ducer or raiser. According to
many foremost Texas jurists this
is the most important and far-
reaching decision of the Supreme
Court, as far as Texas is con-
cerned, handed down during the
present generation.

prove a decision of high Texas
court.

of the Texas court written, which
opinion was sustained in the anti-
trust decision of the U. S. Su-
preme Court?
A. Action of the Supreme
decision of the Supreme ?-
Court of the United States in de-
ciding the criminal antitrust law
case upheld an opinion by Judge
George E. Christian, member of
the Commission of Appeals to the
Court of Criminal Appeals, which
is held in oppisition to a thirty-
bight year old decision of the
high court.
Q. What was Judge George E.
Gristfan’s line of reasbning as
expressed in his notable opinion
in the antitrust law case?
A. Judge Christian’s view was
that supervening economic condi-
tions since 1902 rendered the
high court fs former decision as
involving the Texas law. He ob-
served that if a classification de-
clared arbitrary thirty - eight
years ago should foreclose legis-
lative adoption of the same pro-
vision in dealing with economic
problems, then the police power
of the state was so circumscribed
by the Fourteenth Amendment
that the Legislature is powedless
to deal adequately with the pro-
blems resulting from changing ec-
onomic conditions.
Q. For whom was the town of
Shiner nemed?

Brooks, President* of the Texas
Safety Council, “Safety instruc-
tion in the schools can lie credit-
ed with saving the lives of ap-
proximately 70,000 children from
1932 to 1938.”

that his home county of Rusk
back in 1843 was carved out of

SHORTS
Only four copies of one of the
earliest books printed in America,
Fray Juan de Zumarraga’s “Reg-
ia Christiana,” are known. A per-
fect copy is in Latin-America Col-
lection in the University of Tex-
as library.
The latest foot-print ever dis-
covered, a 54-inch dinosaur track,
has been uncovered by University
of Texas-WPA geologists near
Glen Rose. Texas scientists esti-
mate that the braehiosaurus, gi-
gantic vegetarian dinosaur which
'.made the track, was probably 80
feet long and weighed 50 tons.
The University of Texas’ Latin
America Institute, to be held for
six weeks this summer, will boast
a 30-man faculty, nine of whom
are being brought in from outside
Texas, five from Latin-America.
