man fsapier like* to be on hand
when cia**e» are dismissed at the
hrk'k school building on the cam-
pus of the State School fur Boy*.
Then he cases back on hi* heel*
and a gimt of real pride come*
into hi* eye* a* he watches the
youth* pour from the building-
joking. sparring and swapping
drar> on eigaTeta.
What Sapier, superintendent of
the institution, viewr* is a big
change—one he put in.
Until last September, the youths
were marched like prisoner* from
the school to their dormitories.
Of the change, Sapier *ay*.
Weathermans, Ollic Weatherman*
and the Dorman Sell* helped him
enjoy a good barbecue dinner.
“That'* the best th ng I've .: >ne
here”
The 39-ycai -old official ha*
made other change* in two years.
Take the dining hail, for instance.
When Sapioi came to the school,
the inmates were given only
spoon* with which to rat.
“It didn't mattei whether the
boys were served beef steak or
soup—they had to eat it with a
spoon. Another thing.” he *aid.
“<#ten the employe* (they eat
with live inmate* i hau much WiU.
food to eat "
The inmate* ate from loag wood-
en table* with wood bench-type
seats.
• • •
Now, the light, airy dining hall
is dotted with colored table* and
chain jmadt in the school work-
shop). The youth* ret from tray*
aiwl are served cafeteria st^>e
and get a knife, fuck end spoon.
Employe* eat from the *ant<'
»u«iii table and are given the
-came portions of food a* the
youths.
“These charges ate nothing big
but they make the b-y* feel l*et-
u-r,’ Sapier said. “The hoys take
pride m these things amt it is a
big boost for morale.”
There are other cherished privi-
lege*. which Sapier and other
school officials can take away from
a boy who has disregarded regula-
tions.
Each dormitory has a television
set in ita recreation room.
If an inmate is guilty of breaking
a rule, he can lose some or all of
' his privilege*, and may be put in a
“discipline group” which handles
labor details around the schooi.
• • •
At night, lights are out at 10.
Inmate* sleep in dormitories. A
heavy steel wire gate I* at each
hall entering the mass sleeping
quarters. But Sapier said the gate
i« rarely rioted and locked. The .
supervisor of the dormitory is |
handy and doesn t resort to locking ^
tliem up at night.
Sat ter said he doesn t believe in
taking young boy* and loekmg I
them up like hardened criminal*-
“That’s the ea-ie*t way in the
world tn make a boy crack, go j
craxy," he »ai<J.
He admits, though, he hu*
come incorrigible* in custody. And
that's one*reason he'* proudest of
a new $400,000 maximum secunty
unit building.
“I use this building for thiee
things,” he said "Fust, it is used
for the incorrigible*; then I use it
as a reception unit for new laiys, i
