ment of a Home lor Confederate
Veterans by the state, Hon. Lee Bid-
dle, after having discussed the con-
stitutionality of the bill, spoke in
substance as follows:
The democratic doctrine is that
majorities must govern, but with due
regard for the rights of the minori-
ty. What minority is there in the
state of Texas opposing this bill. If
there is any we will consider it. Is
there a man here whose people op-
pose this bill on principle? I wait
for a voice. There is none. Then
there is no minority to consider.
Then why should your conscience
pinch so? Can you look the condi-
tion of our veterans in the face and
eay there is no public calamity? You
talk of poor-farms and poor-houses
as though these soldiers were the
vagabonds of the earth. You say
the counties will care for them. I'd
rather see them starve in solitude
than live in poor-houses. The nation
dying. Mark me, it is the heroes of
a nation that give it life. When
they die, both physically and in the
hearts of their people, then the na-
tion dies. Our state is dying—her
heroes are dying, not only physically
bat, from the action of gentlemen
here it would seem that they are dy-
ing in the hearts of our peopla
They cannot wait for constitutional
amendments to ease off the con-
science of a few able bodied m en.
Will you lend them a pillow or a
crumb of bread? Conscience is a
good thing, but frequently it is a

bers always intend to be right and
do not shirk any duties. The jour-
nals show that they are always
at their posts, and are not
afraid to vote. Our districts have
uo reason to regret sending our rep-
resentatives. They all stand very

How is old man McGaughey get-
along in the laud office?
“Uncle Jake” is doing splendidly.
He is getting down to the work ea-
sily, and is going to make an efficient
land commissioner. He has a goo l
force of competent assistants, and
the affairs of the land office will not
suffer in his hands. Me. does not
forget the promises he made the
people and we may rest assured that
the affairs of the land office will be
administered a she interests of the
people. -
What particular concern has Erath
in the new apportionment of con-
gressional and judicial district?
Very little is said as .to th9 U. S.
senator. But there are some people
who do say that many years ago,
when Mr. Hogg and the other mem-
bers of the present administration
were politically unknown, there was
a big, brainy man who advocated
just what they now advocate ; who
declared it was tbo right and the
duty of the people to control cor-
porations and to prevent discrimina-
tion and injustice ; who preached this
doctrine all over our state, and that
this really great leader has been
forgotten. These people say that
Alexander Watkins Terrell deserves
recognition at the hands of the peo-
ple of Texas, and that to fail to rec-
ognize him is to repudiate the real
leader of the great reform. There
are others, however, who say Terrell
did not go far enough, and did not
advocate the destruction of corpor-
ate interests, and even recognized
corporate rights. He advocated
control rather than destruction, re-
medial legislation rather than legis-
lative execution and that this was
treason to the people.
Erath county can only be inter-
ested in securing such a judicial dis-
trict as will enable the judge to at-

at Austin and What He Expects
From the Sitting Leg-
islature.
The Empire caught up with Hon.
Lee Young this week, a prominent
lawyer of Stephenville, w'ao returned
last week from a visit to Austin, and
put its auger into him with the fol-
lowing result:
How did you find things running
at Austin ?
The legislature has so far accom-
plished very little, except in prevent-
ing the enactment of hurtful laws.
The membership of both the senate
and the house is above thq average,
and one is impressed with the evi-
dent desire to be conservative and
not to enact such laws as will
prove injurious to our state. There
is an evident determination not to
be in a hurry.
What about Governor Hogg’s
recommendation as to^chool funds?
There is no fuss over the govern-
or’s recommendation. It certainly
does not meet the approval of all
the members, and it may produce no
effect at all, but on all sides it is con-
ceded that something must be doue
with the children’s money, and Gov.'
Hogg’s recommendation meets with
more favor than any of the other
plans proposed. To find a secure
investment is now the question, and
the plans proposed are numerous.
To lend upon real estate and to
build school houses are some of the
plans proposed. It is generally
conceded, however, that to lend the
money to school communities would
be to lose the money. There are a
good many who favor Gov. Hogg’s
plan, and Hon. Walter Gresham, one
of the brainist men of our state,
has introduced a bill meeting the
suggestions made by Gov. Hogg.
To lend the money to railroads, un-
der the plan proposed by Mr.
Greshanl, is the best investment yet
offered.
What will probably be done with
