I like to follow our local
elections. Our May election
was really interesting. In
Double Oak, the three
council members elected
two years ago completed
their terms this year.
Actually, of the three, Mayor Pro-tem
James McKinney moved to North Caro-
lina last fall. David Mize who was one of
our candidates this year replaced James
when he left. Current Mayor Pro-tem,
Rob Weirick, and Brad Kinder both
decided not to seek a second term. They
will be missed. Rob was always a quiet
participant. When he had something to
say, however, he was forceful and on
target. Rob was also volunteer architect
for both the new town hall and the
pavilion. Rob is blessed with both
engineering and artistic skills and talent
and he donated both to the town.
Brad is a CPA. How lucky can you be to
have that kind of advice available on town
council? Brad is a strong leader. He has
been insightful and direct in his com-
ments. Both Brad and Rob have already
volunteered to continue to be active in
community affairs. They may find, like I
did, that it gets into your psyche. It can
be a relief to have the pressure of extra
meetings and the like, behind one, but
after a bit, you can miss the excitement.
David Mize ran for reelection and will be
sworn in May 24th. David is an experi-
enced leader; detail oriented and was the
chairman of the Citizen’s Concern
Commission here in Double Oak before
he was appointed to replace James
McKinney. Mike Donnelly campaigned
hardest for the election and accordingly
got the most votes. If you live in Carruth
Estates or Thornhill estates, you know
Mike. He was the point man for resolving
school bus issues with Denton Indepen-
dent School District. Those that were
present or participating in the citizen’s
effort concerning Double Oaks Drive and
the Taylor Oaks subdivision know John
Dondrea. John was a leader in that effort
and was successful in the May election.
Although it will be tough losing a CPA
and an Architect, we’re gaining an
attorney!
There is so much talent here in Double
Oak and many agree to help us make this

The Double Oak Town Council met at 7:00
p.m. in regular session at Double Oak Town
Hall, located at 320 Waketon Road with the
following members present: Dick Cook, Rob
Wierick, Mayor Pro-Tern, Council Members:
Brad Kinder, Tracy Miller and Tom Pidcock
constituting a quorum. Council Member Mize
was absent. Also in attendance were Town
Engineer Jeff Crannell, Police Chief Tom
Sanders and Town Secretary Charlotte Allen.
Mayor Cook called the meeting to order at 7:00
p.m.
Council Member Miller gave the invocation
and Council Member Kinder lead the pledge
of allegiance.
II. CONSENT AGENDA - All consent
agenda items listed are considered to
be routine by the Town Council and will
be enacted by one motion. There will
be no separate discussion of these items
unless a Council Member so requests,
in which event the item will be removed
from the Consent Agenda and
considered in its normal sequence on
the agenda. Information concerning
consent agenda items is available for
public review.
(a) Approval of the Minutes of April
5, 2004
rehab. The vehicle situation from last year was
being resolved.
Town Treasurer Pete Leonard joined the
meeting and responded to questions
regarding the financial report.
Kinder motion, Wierick second to accept the
financial report. AYE: Miller, Pidcock,
Wierick, Kinder NAY: None. Motion Carried
Unanimously.
Dr. Charles Bimmerle, sign installer, reported
that he would begin installing the street signs
in Taylor Oaks subdivision in May. The
developer paid the cost of the signs and
installation.
CITIZENS COMMENTS: NON-
AGENDA SUBJECTS
Ms. Deborah Simpson, 3808 Prairie Hill
Court, asked regarding the status of the
drainage project in Chinn Chapel Place.
Dr. Charles Bimmerle, 211 Cross Timbers,
commented that staff reports mentioned 2
incidents regarding damage done by non-
residents and asked if their insurance could
be made to pay.

(b) Financial Report
Mayor Cook removed the financial report from
the Consent Agenda.
Pidcock motion, Miller second to approve the
minutes of April 5, 2004 as presented. AYE:
Kinder, Miller, Pidcock, Wierick NAY: None.
Motion Carried Unanimously.
STAFF REPORTS
Town Engineer Jeff Crannell reported a
meeting regarding drainage issues in Carruth
Estates had been postponed due to
unavailability of needed participants. The
design plans were done on the Kings Road
grates and he had contacted the company
whose truck had crushed the culvert on Valley
View Trail and had obtained insurance
information. Work was progressing on road
improvement bid projects for 2004, but input
would be required on possible drainage
projects after the Carruth Estates meeting. He
was pushing for a conclusion to the Pepperport
annexation and road ownership issues with
Flower Mound.
Police Chief Sanders referred to the LEOSE
accounting sheet in the financial report,
reporting that the training funds were only to
be used for full-time officers. Officer
Mentemier was recuperating and would be in

Mayor Cook opened the public hearing at 7:24
p.m.
Mr. Mike McDaniel, the petitioner, spoke in
favor. He presented site renderings and gave
an overview of the proposed project that
included self-storage and proposed gateway
center, a Business Owners Association,
continuity of grounds and buildings, and triple
the amount of landscaping required by the
town ordinances. He also offered to commit
funds for a Welcome to Double Oak monument
sign on FM-407.
Mr. Chris Torley, 6618 Raintree Place, Flower
Mound, spoke in favor stating he owned part
of the property and was committed to stay with
the plan as approved by Planning and Zoning.
With no others to speak, Mayor Cook closed
the public hearing at 7:35 p.m.

of. Now we begin to work together as a
team. Yes, we have new team members,
but ALL have been strong participants in
building Double Oak.
Highland Village and Flower Mound both
had highly contested elections with large
turnout. A good contest gets voters stirred
up and getting voters to the polls has to be
a good thing. The negative part of a
contested election is that sometimes they
get a bit shrill. Feelings get hurt and it
takes a few weeks to work out the rough
spots. The Highland Village team stayed
the same after all the dust settled, but
there are big changes in Flower Mound.
Copper Canyon has two new council
members, Gene Colley, who I know from
church, and Sue Tejml. Still, Copper
Canyon has the dynamite leadership team
of Mayor Larry Johnson, Mayor Pro-tem
Joe Chiles. Actually three of five council
members are returning.
This southwest comer of Denton County
has a good mix of large and small towns.
Still, we’ve found that when we can work
together, we are more effective in moving
the big issues like roads and transporta-
tion.
3. Consideration and action on an
ordinance amending the
Comprehensive Zoning Ordinance
and Map of the Town of Double Oak
to grant a Specific Use Permit on a
5.54 acre tract of land situated on
approximately 14 acres currently
zoned Business Office Park at the
comer of FM 407 and Chinn Chapel
Road and providing conditions of
use

Commissioner Jim Carter on
upcoming bond election issues
This item was moved in the agenda order
upon the arrival of Commissioner Carter.
County Commissioner Jim Carter presented
an overview of the various issues affecting
Double Oak on the ballot for the May 15
bond election. Included were the widening
of FM 407 from 1830 to Briarhill, Kings
Road, Copper Canyon Road aligned with
Cedarcrest and the installation of a traffic
light, and Dixon Lane.

amending the Comprehensive
Zoning Ordinance, of Chapter
14 (“Zoning”) of the Code of
Ordinances to rename the
Business Office Park district to
the Business District, to
provide for changes in use
regulations, area and height
regulations, buffer zone
requirements and masonry
exterior requirements;
providing for changes to the
Specific Use Permit district
regulations to repeal day care
centers from the list of uses for
which a SUP is required and to
add a new category
