People of Texas are rapidly coming to the
knowledge that v\ hatover adds to the cost of
public utility service must also add to its sell-
ing; price, and that the public utility ought not
to be used as a tax collecting medium.

This necessitated a rate adjustment all over
the state, with a great deal of expense and
long litigation. The final result was that
in order to protect the utilities the courts
eventually gave a 20' ( increase in rates.
Thus it cost the people just twice what the
state received, and nobody benefited, for the
utility was able to show that this legislation
had cost it all the increased revenue for
several years.
Whatever costs the utility money must eventually
come out of the consumers pocket, whether it be
added taxes, theft or what not. After all, public
applies-are generally managed in the interest of the
public. Otherwise they could not pro-pu r for they
must give value to their patrons, and make it to the
vdv&nluge of their customers to patronize them.
As the public, has become better acqjai lted with
the problems of public utilities, it .has.. 1 orre to real-'
ize that the square deal fs t he omy profit'-: !»> d. ;\\—

heads of public utility directors.
