Another Error of
Legislature Will
Cost $250,000
| Austin, Texas, — Another of the
fuurierous errors made by the For-
ty-Ninth Legislature may make It
impossible for a constitutional
amendment to be submitted to the
voters In the fall.
It has developed that a resolu-
tion adopted by the Legislature
submitting a constitutional amend-
ment to the voters which would al-
low the Legislature to establish
a state employment retirement fund
was drawn without a specific date
for submission.
The resolution, instead of spec-
ifying a definite date, is worded:
“Ihe ioregoing constitutional
amendment shall be submitted to
a vote of the qualified voters of
this state at an election to be held
i throughout the state in November,
1946.’’

Proclamation Necessary.
L „ „ , „ ,. „ J Before a constitutional amend-
to' visualize the modern Daln8erneld- Tex' j ment is voted upon the Governor
---■-—- —*-—J---1 -as- ■D0X 1 must issue a proclamation.
The wording of the resolution, is
so vague the Governor need not is-
sue a proclamation tor the sub-
I mission, some authorities on the
Constitution said. Others contend
it Is broad enough for him to set
any date in November.
Gov. Coke Stevenson is studying
the matter.
The resolution is the second of
four adopted by the Legislature
calling for submission of amend-
ments to the voters in November
which has been found faulty.

of on General election day Nov. 5,

Cafes Closing
Wichita Falls, Texas — There's
a sign on the door of one of the
finest restaurants in Wichita
Falls. It reads: “Closed, no food.
Gone fishing.”
The sign tells n»ost of the story,
here in the heart of the Texas cat-
tle country, where meat is so scarce
that at last seven restaurants in
this city of 55,000 population have
closed their doors.
The unbalanced price situation
was being blamed partly for the
shutdown, along with a scarcity of
poultry, fish ahd shortening.
Shrimp, one restaurant owner
Decan trees 8al<1, was stlu obtainable but It has
tivation bal- sdvanced to 80 cents a pound.
Some cafes were remaining open
"to preserve patronage,” but others
were ready to close in the face of
losses ranging from $50 to $1,000 a
week.
