mado at tho treasury department today
In regard to tho published statement that
tho national banks aro being greatly dis
til1 bed by tho calling in of the 3 per cent
bonds which form tho principal basis ot
their circulation It was learned that
several ot those institutions havo
given notice ot the withdrawal
from the system and that others aro try-
ing to havo their called bonds retained as
basis for circulation rather than risk buy
ing 4 and 41 per cents at tho present high
premium It has always been
held by the treasury depart-
ment that when bonds cease to
bear Interest they became unavailable as-
a basis tor circulation This ruling how
ever has lately been contested by some
of the banks and the question has been
referred to tho attornoygeneral for an
opinion Until this decision is rendered tho
department must of course adhere to Its
practice In many cases hovvev cr banks
whose bonds have been called aro defer-
ring their replacement expecting ap-
parently a ceclslon allowing thoso bonds
to remain In the meantime the
comptroller ol the currency
the treasurer and the register
aro so busily engaged with replacements
and withdrawals that it Is not considered
likely that tho department will bo very
exacting with banks that have faded to
surrender their called bonds
A lotter was received today from a
leading financier of New York suggest-
ing that as tho exchange ot the bonds will
lock up a great deal ot money just
at this tlmo when It Is In
great need In moving crops etc It
would not be well for tho government to
force the banks beyond a reasonable
degreo of diligence In substituting
