WASHINGTON.—Sweeping author-
ity for President Roosevelt to modi
fy or cancel any government con-
tract in the interests of economy was
recommended to congress in budget
estimates that showed a $468,407,600
slash below the $1,083,567,500 voted
by the last congress for independent
executive offices and vetoed.
Also in the estimates di'afted by
Lewis Douglas, budget director, were
requests for new authority for the
president to furlough army officers
at one-half pay and suspend or re-
duce the flying pay of the military
' services.
'Further, legislation requested in
the appropriation bill separate from
service automatically after July 1, all
civil service employes who have serv-
ed -thirty years or more.
The message also requests an
amendment to existing law to elimi-
nate the one-year sea pay now given
naval academy graduates who do not
receive commissions.
The bill vetoed by President Hoo-
ver carried $945,988,000 for veterans’
plus $20,500,000 for the civil service
retirement and disability fund, for
an aggregate of $966,838,634. " The
new estimates reduce this total to
$506,838,000.
The statement supplied the Ap-
propriation committee by the budget
bureau employed the word “pension”
to include also compensation paid to
veterans.

SECOND QUARTERLY
CONFERENCE
The second quarterly conference of
the Methodist Church was a success.
Rev. J. E. Lovett, presiding elder of
the Llano district, highly commended
the work as a whole, for the first
half of the conference year. He was
more than delighted with the improve-
ments on the church building and
grounds, and also of the revival meet-
ing just closed. He spoke particular-
ly of the large increase in member-
ship of the church, which showed to
be the greatest aggregate and larg-
est net increase of any church in the
entire district, the number being 38
to date.
The financial status revealed that
the church has paid to date $500 to
the pastor, $75 to the presiding eld-
er; $110 to the evangelist and ap-
proximately $1,000 toward repairing
church building and ground improv-
ed. And now we appeal to every
member of our church to cooperate
with the pastor and-official board to
make the last half of this conference
year a great success, by coming to
the church services and paying in full
our annual budget, for the current ex-
penses of the church.
The folowing were, elected dele-
gates to the district conference, which
meets at Llano, May 8 and 9: E. S.
Hunt, Mrs. W. E. Martin and Mrs.
J. Virgil Davis. The following are
members of the district conference
from this church by virtue, of then-
offices: Fred Wolf, C. C. Abney, P.
H. Yarbrough, Mrs. M. Y. Stokes and
D. T. Briggs Sr.
J. Virgil Davis.
D. T. Briggsy who has been confined
to his bed for several days with ty-
phus fever, is reported to be very
much improved and is getting along
as well as could be expected.
A great deal of mohair is coming
into Lampasas nearly every day. It
is being stored here with our buyers.

DROP LETTER RATE CUT OF
ONE CENT VOTED BY HOUSE
WASHINGTON.—The administra-
tion bill continuing the gasoline tax
for another year, reducing drop-letter
postage from 3c to 2c and authoriz-
ing the president to increase or de-
crease rates on all classes of mail
was passed by the house and sent to
the senate.
Action came after the big demo-
cratic majority defeated republican
moves to reduce the first-class mail
rates throughout the country from 3c
to 2c and to strike out the pi-ovision
giving President Roosevelt authority
to revise postal rates.
The lc gasoline tax is estimated to
produce $135,000,000 in revenue. It
also was estimated the loss on the
drop-letter 2c rate would be $17,000,-
000, at the present volume of mail.
An amendment by Representative
Whittington (Dem.), Mississippi, to
make producers instead of consumers
pay the Federal electrical energy tax
was adopted.
San Jacinto Day was observed in
Lampasas by placing U. S. flags in
front of business houses.
