Beaumont Lays Off 65 City Workers
BEAUMONT (AP) - A union of-
ficial has questioned the fairness of
criteria used in the layoffs of 65 city
employees.
John Parras, a representative of
Local 385 of the American Federa-
tion of State, County and Munici-
pal Employees, said Friday that
the city discriminated against mi-
norities in the layoffs. According to
the city’s figures, 76 percent of the
laid-off employees are black and 2
percent are Hispanic. Most of them
worked in service and maintenance
jobs.
Parras said the city is laying off
employees with good work records
and several years of city service,
including one man who has worked
for the city for 27 years.
“I don’t care what the city tells
people about a tax cut, those em-
ployees have lost their jobs because
of the $20 million scam,” Parras
said, referring to the city’s $20 mil-
lion investment loss in the collapse
of ESM Government Securities last
March.
Parras said City Council had al-
ternatives to the layoffs, including
salary cuts and the cancellation of
capital improvement projects, and
did not choose any of them. Friday
marked the last day of work for em-
ployees scheduled for layoffs since
August, when council eliminated
131 positions in its budget, sharply
reducing city services.
The Texas Employment Commis-
sion will give displaced city em-
ployees first shot at job vacancies
through Sept. 30, said city person-
nel director Kelvin Moulton.
