methods to elevate the efficiency of the public

of the Interior has delved into the interesting

of the fact that the cloth for the trousers was
furnished the band free by the Bonham Cotton
Mills, through its enterprising manager, Mr. J. ('.
Saunders, a fact of which the band is very proud.

“W ho has ever known a child, either bright or
backward, to be indifferent to the question: Who
is to be the teacher next term? Who has ever
known a parent, however careless, to be quite un-
concerned about the same question? Why, then,
are not school administrators interested in that
question? Why do they not give practical atten-
tion to it (a) by systematic study of the proper
assignment of teachers, or (b) by thorough-going
consideration of the problem of continuance of
teachers with given sets of pupils.?”
About the most reasonable argument offered
against the system is that too many teachers are
not equal to the advancement. This being true,
are those same teachers equal to the task of in-
structing any one class for any one year?
On the other hand, there are many arguments
for the system. Superintendents familiar with
the system almost unanimously testified that it
makes it easier to locate blame for poor teaching,
that it lessens friction between teachers, that a
good teacher raises the rate of attendance, that
the system produces greater unity in giving a pro-
found knowledge of the pupils, enables the pupils
to apply what they have learned, both to new les-
sons and to problems out of school, and that the
system by virtue of giving a profounder knowl-
edge of pupils, enables the teacher to induce better
sdf-control and character.
Then, there were teachers to report on their
actual experience under this system. They, too,
were almost unanimous. They replied that the
system makes school work easier because more in-
