PROPOSED AMENDMENT TO BYLAWS:
To insure that major expenditures of Club funds are made only with the con-
currence and knowledge of as many members as feasible, your Board of Directors
recommends the following amendment to ourbylaws:
Without the prior approval of two-thirds of the Board of Directors
no specific or single-purpose expenditure is permitted which would
exceed $200 or 7570 of the Club's available cash resources at the
time, whichever is the lesser amount. Prepaid events are in excep-
tion to this rule. (Prepaid events are activities involving the
payment by the Treasurer or other Club official of funds that were
previously collected from the members and others participating in
a particular event.)
This amendment, which will be voted on at the regular meeting April 9, 1971,
would be added to Article XI, Section 1. This section is headed "Authority
to Incur Obligations or Indebtedness" and presently contains only the follow-
ing sentence, which would be retained: "Only the elected Officers or persons
authorized by the Executive Council to act in behalf of the Club shall incur
any obligation or indebtedness in the name of the Club."

When told that there was no March event, they said "go fly a kite"' So we
flew kites; all kinds of kites! But who won the PCA Kite Flying Contest
(there has to be a winner, right)? Who were the judges? Does a kite have
to be brought in to qualify for the highest flying kite award? If all kites
were purchased at Skaggs, which one is the most original? Many questions -
few answers.
The facts are clear: Don Spaulding and Roz put their giant bat kite up
there 1 (spelled one) mile, then turned it loose to win the Pollution Cup.
I, single handed, (Hero Medal) got about 3500 feet of 6# line out before
it broke (USWB said 10 MPH winds). Next time I will use 20# test line.
Barry and Linda Gibbs brought their kite back from 1500 feet to take the
Extra Effort Award.
Everyone had a fine time with the kites, frisbees, balls and food.
PCA TECH. SESSION, GUTHRIE, OKLAHOMA by Roger Chaney
Saturday and Sunday, March 13 and 14, were again marks of success for the
War Bonnet Region. Their annual week end Tech Session drew nearly 60 persons
who attended class on the basics of Porsche engines, suspension, carburetion
and brakes (laboriously conducted by me), held innumerable discussions about
all things Porsche, and partied about the usual amount expected when Porsche-
owing types get together. Maverick Region was represented by Al Zimm and
Bill Evans. Charlie Davis had intended to attend, but his employer had
other plans. Sorry more of you could not come. You really missed a good
show.
