Walter Diggles has served as Ex-
ecutive Director of the Deep EastTexas
Council of Governments since 1990
and as Pastor of the LighthouseChurch
in Jasper County since 1980. In these
roles, Walter and his familyhave helped
their community provide for those in
need of food, education,and even shel-
ter during the hurricanes.From helping
bridge the divide in Jasper County in
the wake of theJames Byrd killing, to
working with leaders around the state
to improve thelives of East Texans,
Walter Diggles has been a tireless force
for those inneed. This family has done
nothing but use their time and resources
to helpthe least of our brethren here in
East Texas.In the spirit of “no good
deed goes unpunished,” the United
StatesAttorney’s office for the Eastern
District of Texas sought and obtained
asensational, but unsubstantiated,
indictment through secret proceeding-
shanded down on December 2nd. After
a highly publicized raid and a twoyear
investigation the indictment reflects a
fundamental misunderstanding ofhow
federal and state block grants work.
Money provided by DETCOG block
grants are given on areimbursement
basis rather than a contract basis. The
entire indictmentreflects a misunder-
standing of this simple fact. We will
answer this indictment in open court
Monday afternoon. We will defend the
reputation of DETCOG - one of the
premierCouncils of Government in
the United States - that has undergone
countlessaudits of its finances before
and after the raid in February of 2014.
We will defend the reputations of the
DETCOG professional staffwho wake
up everyday and work to make East
Texas a better place to live. Walter and
his family members will enter pleas
of not guilty. We lookforward to the
opportunity to place the government’s
unfounded allegationsbefore a jury of

Statement from DETCOG
President, Angelina
County Judge, Wes Suiter
“The Executive Committee of the Deep East Texas Council of Governments
(DETCOG) met today in Lufkin with DETCOG Legal Counsel regarding the federal
indictment of DETCOG Executive Director Walter Diggles. The decision was made
by the committee to maintain Diggles on administrative leave, but to immediately
suspend his pay and all benefits. This decision by the DETCOG Executive Com-
mittee will be presented to full board of directors at its next meeting on January 28,
2016 in San Augustine County. The agency is continuing its regular operations and
insuring that the citizens of Deep East Texas are receiving the services DETCOG is
known for providing.”
