expression of ssmo
i lews on both sides that arc not warranted
On one sldo Is tho statement reported per
haps Incorrectly to bac been made by
Secretary Olncy to the Russian mlnlsKr
that the treaty amounts to an alliance with
England to uphold tho Monroo doctrine On
tho other Is the view reported by our
Washington correspondence yesterday that
It binds tho United States to submit the
question whether It Is eutltlcd to uphold
thoMonroe doctrine to the Judgment of an
arbitration tribunal
Any support to either of these le s
Is entirely lacking In tho text of tho
treaty Tho fact Is that the Monroe doc-
trine n recognized by England In the Vene-
zuelan treaty secured by tho United States
That puts her on record as assenting to It
and moru could hardly be expected That
there Is any agreement on her side to aid
tho Unllcil States In upholding the prin-
ciple against o her powers there Is no cW
donco whatecr Her commercial interests
and sympathies might bring her to our
side but that Is entirely a matter for tho
future
On the other hand tho text of the treaty
expressly negathes tho Idea that It can
he used to nullify tho Monroo doctrine
questions of honor aro excluded and If

nue They are > Monroe doctrine Er 1s salient
there are two
points that remove objection on that score
One is that aibltration as to the rights In
disputed territory Is the legitimate outcome
of tho Monroe doctrine We upheld the doc-
trine In the case of Venezuela by Insisting
on arbitration Beyond that tho require
opprrsslou could be lnilieled on the weaker
American governments by taking away
their territory If suih cases came before
the tribunal as they would not since the
treaty covers only cases between the United
States and England flvo of the six arbi
trators must voto for the decision tcfore
It becomes final It Is certain that no Judg
ment can bo passed by such a majority ex
tcpt on a very clear case
Indeed this extreme requirement Is one
of tho weak points of the treatv It can
be taken for granted that In any territorial
dispute likely to cause war two out of
three representatives of either government
will not voto against their own govern-
ments claim Therefore on that class of
questions tho means provided for settling
them will probably not settle them But
the great slrcnglh of the treaty Is that It
permanently sets up and recognizes tho
principle of arbitration puts lis machinery
in tentative operation and thus Inaugur-
ates a system that menis in the cud the
abolition of tho barbarity of war

Did > nu over hear ot such a flock of
whlto winged doves of peace let loose at-

ago that Senator Sherman recollected
some very ugly things about General Alger
For fear ho might forget them he set them
down In a book In USS John Sherman of

the convention met In Chicago the vener

Sherman perhaps has never found out but
he has his opinion It grioved him ory

poath on his pinserves The moro ho
thought about It tho madder ho glow and

that Is to be forgotten and Sherman and
Alger are to stretch their legs under the
ptesldenthtl mnhoginy under the swei t iu

Even more surprising Is tho announce-

Is Iho general opinion in Ohio that at tho

Piatts victory Is all tho more rcmarkablo
when It Is considered that he Is not only
no statesman but not even an honest man
The taint of Jobs Innumerable hangs round
him Every movement he makes Is actuated
by selfishness and accomplished by cor-
ruption Yet to oppose him only one man
could be brought forward by the quasi
decent republicans of Now York And that
man of brilliant Intellect of unimpeach-
