“Dr. Wood prescribes for tho army,
remarked a member of eon gross,
speaking of the report of Major Geu
oral Wood, chief of staff and who was
formerly a surgeon before ho became
colonel of tho rough riders General
Wood goes directly to one point which,
though it might not result In meeting
all the requirements of the army,
would do away with considerable con
tentlon. He would aumlgnmute the
staff with tho line save the engineers,
medical corps and chaplains. Tlus
would end tho controversies between
the staff and the line
But more Important recommenda-
tions are for n reserve army composed
of men who will serve ns enlisted men
for a few years, then be retained as
reserves to lie called out 111 case of
need. Nearly all inon of military er-
pertence aro strongly of the opinion
that only with such a force can the
United States be ready to meet a war
emergency.
Want a Mobile Unit.
Another feature of military agita-
tion Is the demand for « mobile unit
or a tactical maneuvering body, con-
sisting of nt least a division of troops,
so that officers may be trained In the
handling of lurger bodies of men than
a regiment This will mean the con
solldutlon of the army In larger posts.
While It would save expense, the men
representing slates where snmll posts
nre still retained do not want them
abandoned, even for the consolidation
which military men say Is necessary.
Estimates have been made that the
present army and a reserve force can
b** maintained for much less than the j
present cost of the army.
