patient will be permitted to se-
lect a doctor of his choice
for treatment of the medical
condition stated on his card.
Tests of the new system —
conducted in Indiana, Colora-
do, and Alabama—demonstrat-
ed that administrative costs of
providing this treatment were

Ft, Richardson Has
Remarkable History
JACKSBORO (AP)—Ft. Rich-
ardson, a post established in
North Texas in a sometimes
futile attempt to protect the
settlers against Indians, lasted
only 11 years as a military es-
tablishment but its history was
remarkable by the fact that two
chiefs were tried there.
The post now is a museum,
converted in 1936 with the help
of the Texas Centennial Com-
mission and Jacksboro citi-
zens. It was registered in 1963
as a National historical land-
mark.
The post was built in. 1867
when many Indians left their
reservations farther north each
year to plunder and kill inNorth
Texas, The fort was in answer
to repeated and loud complaints
from Texas citizens, still suf-
fering from the Civil War, un-
able to protect themselves and
pushing west.
Jacksboro wasn’t much then,
only four or five crude build-
ings. But the arrival of the sol-
diers brought camp followers,
saloons and many people trying
to make money from the mili-
tary.
The fort was named for Maj.
Gen. Isreal B. Richardson,
Civil War leader whose wounds
at Antietam proved fatal.
Gen. William Tc Sherman of
Civil War fame made a tour
of inspection including Ft. Rich-
ardson and seemingly was not
impressed with the danger.
Then came a wagoner, Thom-
as Brazeale, with a wild story,
A 10-wagon train had been am-
bushed within 20 miles of Jacks-
boro and 7 of the 11 persons
on the train killed. Brazeale
limped Into the fort with a
foot wound and his story.
Sherman grew angry and or-
dered troops to follow the ma-
rauders. But the cavalry, slog-
ging through mud, never could
catch the Indians.
Then Sherman went to Ft.
Sill and asked the Indian agent,
Lawrie Tatum, a Quaker who
had become disillusioned at
last with his reservation charg-
es, to try to identify the raid-
ers.
The Indians then were coming
in for their rations, and San-
tana, a chief, for no known rea-
son, related the story of the
wagon massacre, said he was
along and Identified others in
the party.
The cavalry were able to cap-
ture Santa, Big Tree and Sa-
tank on the spot. The remain-
der got away.
The three men were ordered
to Ft. Richardson to stand trial.
Santana and Big Tree were in
one wagon, giving no resis-
tance. But firebrand Satank
sought to kill his corporal
guard in another wagon and
was shot to death.
The trial of the pair — some
say it was the first such trial
for an Indian by a white man—
resulted in verdicts of death.
The trial began July 5, 1871,
and Indians had defense at-
torneys.
Both were scheduled to be
executed Sept. 1, but Agent
Tatum sought to have their
sentences commuted to life im-
prisonment. Pressure came
from Washington to Texas’Gov,
Edmund Jc Davis and the Indi-
ans were put in the state pris-
on at Huntsville for life terms.
More pressure brought free-
dom for the pair and on Aug.
19, 1873, they were turned
loose.
Big Tree never was arrest-
ed again and lived quietly until
1929.
Santana again was arrested
in 1874 and returned to prison.
The Kiowa chief threw himself
from a second-story window of
the prison in 1878, the Indians,
in North Texas at least, had
been pacified and the troops
rode out of the fort,
But it still stands today,
kept in good condition, as a
monument to the early troubles
in Texas.
The Kapuku Papuans,, prim-
itive tribesmen in New Guines's
central highlands, are obsessed
with numbers. When shown a
picture of a smiling girl , tribes-
men showed no reaction to the
person; they simply counted her
teeth. A photograph of downtown
Los Angeles failed to impress,
but the Papuans loved counting
the cars.
Sea horses, like chamelions,

gainst predators, the National
Geographic says.

In obedience to an order of
the Board of Equalization regu-
larly convened and sitting,
notice is hereby given that said
Board of Equalization will be
in session at its regular meet-
ing place in the City of Ker-
mit, Winkler County, Texas, at
9 o’clock A.M., beginning on
Friday, the 9th’ day of June,
1967, and from day to day
thereafter, for the purpose of
determining, fixing and equal-
izing the value of any and all
taxable property situated in
the same Kermit Independent
School District, until such val-
ues have finally been deter-
mined for taxable purposes for
the year 1967, and any and all
persons interested, or having
business with said Board, are
here notified to be present.
