TRAVELING A HARD ROAD. ,
This morning about 9:00 o’clock a

Finances are necessarily going to
rooive some attention at the hands of
the special session. It# expense* will j
hasten the inevitable deficiency In the
general revenue fund There ia little
the se-sion can do except repeal some
more faws and appropriations made
at the regular and preceding special
sessions The sd valorem tax rate is
at the maximum allowed by the Con-
stitution, hence the legislature can
raise no additional revenue
It was said in the state treasury
detriment last week that the heavy
outstanding appropriations would de
vour the revenue balance not later
than the end of July and the deficit j
would berir. at that time Hlnce that1
statement the governor has railed a
-penal session, which means mileage
and the per diem for members and
employes This prospective expense
accentuates the situation and brings
lit det" it th*i much nearer If there
are two sessions of thirty days each,
the expense will ><e proportionately
gieater end *he deficit closer.
It is proUble that the general rev. j
enue fund will have e cash Iwlance of
about three million dollars on March
I home revenue money will be re-
<eived in March from tax collectors
