VOTERS
My opponent contends t hat 1! t fie office of County School Superintendent is abolished.
Red Riv er ( '.unity w otild no longer receive from the state the money that is used to pay the
salaries and expenses of this office. 'This is not correct.
The Texas Constitution (Art 7, Sec. 5) provides that the available school fund shall be
distributed i" the several counties according to their acholaatir population and applied
according lo law ID law the salary ol the County School Superintendent is paid out of this
sain 1 ,i \ ailahie school fund Texas Educat ion Code, Sec. 17.51 (h), Sec. 20.48 1 hi. Therefore,
1 he money Dial is used lo pay I he salaries and expenses of this office comes from the
portion "I the available school fund distributed to Red River County. If the office is
abolished the money now being used to pay the salaries would remain in the portion of the
available school Hind distributed to Red River County. The county would still receive the
same amount ot money Irom I his fund.
The money in this fund must he used in the payment of teachers' and superintendents'
salaries and tor tees tor taking I he scholastic census, hut if a surplus is left in any year after
provision is made lor the school term, the surplus may-he used for such things as
purchasing appliances and supplies, payment of insurance premium s, buying school sites,
and turv mg. building, repairing, and renting school houses, and for other purposes
necessarv in Die conduct ot i he public schools Ed. Code, Sec. 20.40 lb) ic>.
The County Superintendent's office costs $29,211 annually from the State Available
'school Fund, plus local otlice upkeep Yet now that we have no common schools, the
( ountv Superintendent has no supervision over any school in Red River County. The
duties have gone.
Mv opponent promises all sorts ol "make work" programs, hut he forgot to sav when
these programs would start or how much they would cost.
It I am elected to this office, I will abolish it ill 1975 with your support, this is mv
positive commil t rticnt to you. Mv aim is to conserve school funds
I will appreciate your vote and your support.
